Job description

The Network Manager plays a key leadership role, supporting the Clinical Director and PCN Board to ensure the effective operation, development, and strategic progression of the PCN. The postholder will oversee business functions, contractual work, service improvement projects, workforce management, and data/reporting requirements.

You will work closely with all member practices, external partners, and wider system stakeholders to drive the successful delivery of PCN DES requirements and support the integration of services across the locality., PCN Leadership & Operational Management

  • Lead the development and delivery of the PCN's objectives in line with the PCN DES and strategic network priorities.
  • Act as the first point of contact for Practice Managers regarding PCN DES, projects, and operational queries.
  • Coordinate and monitor all contractual and reporting requirements (e.g., NHSE, Enhanced Access, project submissions).
  • Support the PCN's strategic and policy development, including business planning and service transformation.
  • Build and maintain strong relationships with practices, local partners, ICS colleagues, and other PCNs.
  • Support the Clinical Director with meeting documentation, minutes, papers, and reports.
  • Lead and manage agreed PCN projects, ensuring delivery of high-quality, patient-centred services.
  • Escalate HR, finance, governance, and operational issues to the PCN Board as appropriate.
  • Manage day-to-day business continuity and ensure robust contingency planning is in place.
  • Respond to enquiries and complaints in line with policies and procedures.

HR & Workforce Responsibilities

  • Lead recruitment, onboarding, and coordination of all staff employed through the PCN.
  • Maintain effective HR policies, ensuring compliance with CQC requirements.
  • Develop and maintain ARRS staff rotas and ensure accurate documentation with practice managers.
  • Coordinate training and development for PCN clinical and administrative teams.
  • Participate in annual performance reviews and maintain personal professional development.

Financial Responsibilities

  • Oversee PCN financial systems, staff payments, and practice reimbursements.
  • Manage payroll, PAYE, and administration of the NHS pension scheme.
  • Monitor accuracy of claims and submissions for Enhanced Access, contractual services, and PCN DES, ensuring timely monthly/quarterly submissions.

Information Management & Data Responsibilities

  • Monitor contractual performance targets and implement actions to address shortfalls.
  • Oversee data analysis from EMIS and dashboard reports to support PCN development.
  • Ensure effective use of business intelligence tools and datasets.
  • Maintain up-to-date Information Management policies.
  • Ensure PCN compliance with GDPR, FOI, and relevant governance frameworks.
  • Work with the ICS and stakeholders to maintain system integrity.

Governance & Compliance

  • Ensure the PCN's governance structure is followed in line with the Network Agreement.
  • Support equality, diversity, and inclusion across all PCN activities.
  • Ensure all staff and stakeholders are treated with dignity, respect, and professionalism.
