Job description

Are you IN? We are seeking a motivated individual who is experienced and a dynamic leader to fill the role of Development and Application Manager with the Minnesota State Lottery.

As the Development and Application Manager you will be directly involved in the leadership of the day-to-day operation of the Minnesota State Lottery's information systems.

Responsibilities include but are not limited to the following:

  • Participate in the review, analysis, selection, implementation, and support of business applications and development needs to ensure that customers' needs are met in a professional, cost-effective manner, leading to satisfied customers.
  • Lead and manage software development teams, including recruitment, coaching, and performance management.
  • Oversee the full application lifecycle: planning, technical design, development, integration, testing, deployment, and ongoing support.
  • Define development standards, best practices, and governance to ensure consistent, secure, and maintainable solutions.
  • Create and define Project Management standards, best practices, training, and governance. Manage Information Systems project portfolio.
  • Collaborate with business stakeholders to gather requirements, prioritize enhancements, and translate business needs into technical solutions.
  • Manage application roadmaps, addressing modernization, integration, and cloud adoption opportunities.
  • Ensure all applications align with organizational architecture, compliance needs, SLAs, and cybersecurity requirements.
  • Lead efforts to improve development efficiency through automation, DevOps pipelines, and process optimization.
  • Oversee vendor relationships, licensing, and third-party applications as needed.
  • Monitor project deliverables, timelines, budgets, and resource allocation.

  • Common sources of stress can be addressed through the EAP: mental health, relationship challenges (personal and work), grief and loss, finances, and legal issues
  • Daily Living/Convenience Services: Chore services, home repair, trip planning, child/elder care

Requirements

Do you have experience in Stakeholder relationship building?, Do you have a Master's degree?, Five (5) years of experience in application development, systems analysis, or software engineering roles. Experience must include the following:

  • Experience leading and managing projects using Agile, Scrum, or hybrid methodologies.
  • Experience developing or supporting enterprise applications such as ERP systems (JDE), SharePoint, Smartsheet, Go Anywhere, or similar.
  • DevOps experience deploying to AWS or other cloud platforms, CI/CD Pipelines.
  • Experience developing in C#, Angular, GitHub.

AND

Minimum of two (2) years of supervisory experience which includes hiring, training, coaching, delegating, performance management, and budget management.

OR

Minimum of two (2) years leading technical teams.

Candidates will be evaluated in the following experience during the interview:

  • Ability to communicate technical and business information, written and verbal, to technical and non-technical personnel and exhibit human relations skills.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

*Note: An associate's degree in information technology, computer science, or a related field may substitute for six (6) months of experience; a bachelor's degree may substitute for 12 months of experience; a master's degree may substitute for eighteen (18) months of experience; and a doctorate degree may substitute for two (2) years of experience., * Bachelor's degree in information technology, computer science, or related field.

  • Experience leading or establishing a project management office (PMO), including developing project standards, KPIs and reporting.
  • Demonstrated communication, leadership, stakeholder-management, and problem-solving skills.
  • Experience managing budgets, vendor negotiation, and contract oversight experience.
  • Experience in DevOps practices, CI/CD pipelines, containerization, or API management.
  • Knowledge of security frameworks and application-level compliance requirements.
  • Experience developing or supporting enterprise applications such as ERP systems (JDE), ServiceNow, SharePoint, Smartsheet, Go Anywhere, Power BI or similar.
