Job description

About the Position Reporting to the Chief Information Officer (CIO), this position oversees the administration, maintenance, and security of the agency's computer network, server, and desktop infrastructure. The position is responsible for installing, upgrading, and maintaining business applications, network connectivity, and server/desktop computing resources.

Duties include, but are not limited to:

  • Direct and participate in the agency's IT activities in the areas of network administration, server/desktop administration, and cybersecurity. Lead design, implementation, management, and optimization of the BIIA server infrastructure and enterprise network environment.
  • Lead IT projects from initiation to delivery, ensuring alignment with business objectives, delivery within scope and schedule.
  • Serve as the highest escalation point for complex and high-impact IT problems. Lead troubleshooting, root cause analysis, and resolution of critical system issues, outages, and performance problems.
  • Manage and maintain the Microsoft Entra ID environment to support Single Sign-On for cloud and web-based applications, including configuration of enterprise applications, SAML/OIDC federation, user provisioning, and access policies.
  • Provide hands-on support to the Help Desk team on support issues. Prioritize tickets and resolve escalated issues, ensuring the timely resolution of end-user requests.
  • Oversee vendor relations, administer all software and hardware maintenance contracts, and analyze requests for new technology acquisitions to align with organizational IT strategy.
  • Implement, document, maintain, and test the IT Disaster Recovery Plan.
  • Supervise and collaborate with the agency's Security Officer. Assist with assessing security needs, drafting security policies and standards, testing security standards and system changes, analyzing and designing security access. Interface with management and direct the implementation of changes upon management approval.
  • Supervise, direct, and mentor two Information Technology professionals. Coordinate and assign work, develop training plans, and conduct performance reviews.

Supplemental Information

Notes:

  • The posted salary includes a 2% general wage increase effective July 1, 2026, and a 5% supervisor premium.
  • Washington State residency is required upon hire. The official duty station is the Olympia Office. The successful candidate may work remotely; however, in-person work in the Olympia office may be required 1-2 days per week.
  • Travel is required on occasion to the eight BIIA facilities around the state, and to attend training and meetings.
  • Extended hours and/or work on weekends/holidays may be required if the need arises.
  • This position is included in the bargaining unit represented by the Washington Federation of State Employees.

Requirements

(Two years of relevant IT experience will substitute for the degree.)

  • Four (4) years of experience in the following:
  • Installing, configuring, maintaining, and optimizing physical and virtual Windows servers.
  • Configuring and maintaining specialized function servers such as file, print, DNS/DHCP, and application.
  • Monitoring and provisioning server resources to provide optimal performance.
  • Three (3) years of experience in the following:
  • Configuring network hardware and software, including servers, Storage Area Networks (SANs), and switches.
  • Administering Microsoft Active Directory, Entra ID.
  • Managing enterprise backup software and/or solutions.
  • LAN/WAN Administration., * A bachelor's degree or higher in Computer Science, Computer Engineering, or a related field.
  • At least two years of supervisory experience.
  • Six (6) years of experience in the following:
  • Installing, configuring, maintaining, and optimizing physical and virtual Windows servers.
  • Configuring and maintaining specialized function servers such as file, print, DNS/DHCP, and application.
  • Monitoring and provisioning server resources to provide optimal performance.
  • Four (4) years of experience in the following:
  • Configuring network hardware and software, including servers, Storage Area Networks (SANs), and switches.
  • Administering Microsoft Active Directory, Entra ID.
  • Managing enterprise backup software and/or solutions.
  • LAN/WAN Administration.
