Experience must include: + Five (5) years of supervisory or managerial experience. + Experience managing IT staff, operating budgets, strategic planning, vendor relationships, contracts, and technology governance. + Demonstrated experience overseeing enterprise systems, infrastructure, networks, applications, data platforms, cybersecurity, and IT service delivery to align agency-level technology strategy with enterprise IT standards and statewide architectures to support mission critical outcomes. + Demonstrated ability to provide visionary and strategic leadership. + Demonstrated ability to communicate clearly and effectively to foster mutual understanding, advising executive leadership and translating complex technical, operational, and security issues for nontechnical decision-makers. Preferred Qualifications + Experience leading and supporting IT in a public-sector correctional facility operations, state prison systems, community supervision, or criminal justice information systems 24/7 mission critical environment + Experience with public-sector budgeting, procurement, legislative processes, fiscal notes, enterprise governance, records retention, accessibility, and data practices requirements. + Experience leading large-scale modernization efforts, including enterprise application replacement, cloud migration, cyber security uplift, identity and access management, or legacy-system retirement. + Experience managing multimillion-dollar IT portfolios and projects including planning, design, resourcing, procurement or development, maintenance and operations, vendors, contracts, and outsourced or shared-service technology arrangements. + Experience leading and coordinating technology initiatives across correctional facilities, central office leadership, centralized state IT, vendors, and external justice partners to effectively represent and balance the interests of business programs and enterprise IT goals and strategies + Demonstrated ability to lead organizational change, build trust with operational leaders, and align technology decisions with safety, security, rehabilitation, and public-service outcomes, Minnesota IT Services does not participate in the federal E-Verify program.
