The successful candidate must reside in California upon appointment., Range B. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed two years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I. Range C. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed four years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I.: When the requirements for the criteria are met and upon recommendation of the appointing power, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.676. Upon movement to Range C, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.674 shall apply., In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: * Experience performing activities related to the analyses of information technology projects involving the integration of multiple systems, system interfaces and development of new system interfaces. * Experience assisting in the development of project management charters, Work Breakdown Structure (WBS), plans, schedules, and conducting risk and issue assessment and analysis. * Experience assisting project teams, coordinating, organizing project planning sessions, documenting goals, objectives, and actions needed to accomplish assigned in an orderly and timely manner. * Experience assisting project teams in developing and maintaining statewide policies and IT standards including coordinating with state, federal, and local entities in implementing IT initiatives and policies. * Experience assisting project teams in developing project management disciplines to plan and manage IT Projects leveraging the Project Approval Lifecycle, Business Analysis Body of Knowledge, California Project Management Framework, and Project Management Body of Knowledge. * Experience assisting project teams with Budget and Cost Management. * Experience assisting project teams with planning, developing, and managing of IT procurement and contracts. * Proficient with MS Suite including Project, PowerPoint, Excel, Word, and SharePoint and Visio. * Ability to reason logically, analyze situations, and reach sound conclusions. * Ability to prioritize, multi-task, manage several projects concurrently, exercise good judgment and meet deadlines. * Ability to remain calm, in high pressure situations, and knowing when to escalate items as appropriate. * Ability to consistently exercise a high degree of initiative and independence. * Ability to deliver presentations and speak in front of all levels of staff, management, executives, and vendors with confidence, professionalism and diplomacy. * Ability to communicate through exceptional written and verbal communication skills, strong negotiating skills, and particularly the ability to represent the California Department of Justice effectively. ## Description Under the general direction of the IT Manager (ITM I), the Information Technology Specialist (ITS) I independently plans, organizes, and manages the most complex tasks related to planning and managing information technology (IT) projects related to Senate Bill (SB) 704 Firearms Barrel Project at the expert level. The ITS I plans, schedules, leads, and conducts the activities necessary to plan and manage IT Project for SB 704 Firearms Barrel Project and system development methods, based on industry best practices and alignment with the Department and Division's vision, goals, and objectives. The ITS I prepares, guides, and assists the project team in the planning activities required for the preparation of Project Approval Lifecycle (PAL) deliverables, Special Project Reports, Post Implementation Evaluation Reports, Economic Analysis Worksheets, and Financial Analysis Worksheets; applies knowledge and skills in alignment with project management concepts, principles, practices, and processes prescribed by the California Project Management Framework (CA-PMF), Project Management Body of Knowledge (PMBOK), the California PAL, IT Systems Development Lifecycle standards, methodologies, processes, and State IT policies. Assignments will involve management of delegated, non-delegated, low and medium criticality projects needed for continued operation of State business processes and/or implementation of legislative mandates. The ITS I Project Manager (PM) may be assigned to and responsible for SB 704 Firearms Barrel Project management. The ITS I participates in the planning and organization of DOJ project resources to move the project towards completion. This includes resource management including finances, technology, and intellectual property. It also involves identification and management of risks, careful resource management, smart budgeting, and clear communication across multiple teams and stakeholders. SB 704 PM will serve the team but also ensure clear lines of accountability are in place.
