Must be at least 21 years of age. Possession of and/or ability to obtain and maintain, NIMS (100, 200, 700, and 800), Certified Pool Operator, ServSafe Food Manager Instructor/Proctor, Presby system installer, Private Well Water Manager certifications and licenses within one (1) year of hire. Working knowledge of standard policies and practices of environmental health sanitation and food protection. Working knowledge of federal, state, and local laws and regulations governing public health and food and environmental protection with ability to conduct effective inspections and investigations to ensure compliance with all legal requirements. Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports within established deadlines. Knowledge of standard filing systems and ability to create and maintain Department files. Ability to apply environmental health knowledge and techniques in the investigation of environmental health issues. Ability to plan, schedule, and conduct field inspections. Ability to properly operate standard office equipment, including computer, calculator, printer, telephone, and camera. Ability to properly operate Department equipment, such as GIS system, laser, level, transit, thermometers, mosquito traps, vector prevention chemicals, pesticide applicator, and pH meter. Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements. Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to effectively communicate orally and in writing with co-workers, other County departments, EPA, IDOH, IDEM, IDHS, business owners and managers, and public in a courteous and tactful manner, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Ability to work alone with minimum supervision and with others in a team environment, and work on several tasks at the same time. Possession of a valid driver's license and a demonstrated safe driving record. ## Description Incumbent serves as Assistant Environmental Health Specialist for the Brown County Health Department, responsible for assisting with investigating environmental complaints, conducting various on-site inspections, and enforcing federal, state, and local public health and environmental protection laws, rules, and regulations., Assists with inspections and investigations, including conducting, documenting, and photographing as required by state and local code involving unsanitary conditions, septic inspections, air, water, solid and liquid waste, vector control, water wells, lead, public and semi-public pools and spas, food establishments, tattoo and piercing parlors, unfit housing, and other environmental health issues. Performs sampling while maintaining chain of custody as assigned. Works with personnel from various federal, state, and local agencies, including but not limited to, Environmental Protection Agency (EPA), Indiana Department of Health (IDOH), Indiana Department of Environmental Management (IDEM), Indiana Department of Homeland Security (IDHS), coordinating services, interpreting and enforcing public health and environmental protection laws, regulations, and policies. Assists with processing and issuing various permits, licenses, and orders, including but not limited to septic permits, tattoo parlor, and retail food establishment licenses. Assists with maintaining records of inspection data, preparing and submitting reports, and providing field inspections as assigned. Assists with maintaining office data, applications, and forms as required. Testifies in legal proceedings and court as required. Performs related duties as assigned., Incumbent ensures proper implementation of sanitation requirements and environmental codes according to technical specifications and standard practices of the profession. Goals and objectives of incumbent's work is reviewed primarily for compliance with precedent, technical accuracy, Department policy, and legal requirements. III. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with co-workers, other County departments, EPA, IDOH, IDEM, IDHS, business owners and managers, and public for the purposes of exchanging information and rendering service. Incumbent reports directly to the Environmental Health Specialist. IV. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard office environment, and in the field, including sitting/walking at will, standing/walking/sitting for long periods, walking on uneven terrain, working in extreme temperatures, inclement weather, keyboarding, working with or near chemicals, working near fumes, odors, dust, and dirt, lifting/carrying objects weighing up to 50 pounds, crouching/kneeling, bending, reaching, driving, close/far vision, color/depth perception, hearing sounds/communication, and handling/grasping/fingering objects. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment. Incumbent is occasionally required to work extended, and/or weekend hours and travel for inspections and/or investigations.
