Required Qualifications (Journey) * Three years of progressive experience practicing the methodologies and principles of project management. * Experience providing service, resolving complex or sensitive issues while maintaining confidentiality. * Proven ability to build relationships and work collaboratively with internal and external customers. * Practical experience using a variety of project management tools, such as Microsoft Project and Visio; organization tools such as Microsoft Excel, Trello, or Padlet; and virtual platforms such as Microsoft Teams or Zoom., NOTE: This is not a full-time telework position. Candidates must be able and willing to work in the office and commute to here. A hybrid work schedule may be available after training and/or probationary period has been successfully completed. ## Description This position provides senior level technical and organizational leadership for technology projects that deliver technology advancement within the Washington State Patrol and its partners. The objective of this position is to deliver business value to the agency, divisions, and citizens while incorporating new technology into business practices. Effective project management, relationship management, contract and vendor management, and release and organizational change management are used to successfully complete assigned projects. Integrate federal, state, and agency policies while planning and implementing information technology and data systems. This position works with the Executive Sponsor(s) and senior technology leadership on technical project deliverables, resources, budget and technology performance. This position develops key metrics required to monitor the success of implementation while working with the business divisions to ensure goals are also met. Our new teammate will be able to: * Develop and maintain effective agency and division relationships. * Discuss Division Technology Plans, current issues, and ensure expectations are aligned with technology roadmap and technology service capabilities. * Understand the division business process. * Consult with division commanders to develop a technology roadmap that guides business value realization during division operational planning. * Identify and engage appropriate participants in funding and support processes. * Develop a technology roadmap with division commanders. * Identify and engage appropriate participants in funding and support processes. * Work with Budget and Fiscal Services (BFS) to establish and manage contracts. * Educate and include executive and project sponsors in the relationship with the OCIO. * Identify vital systems, services, businessowners, and technical owners. * Identify, arrange for, and test alternate work and operational locations required to support essential systems. * Apply the incident command system and other techniques to the ITD and ESD recovery and response plan. * Evaluate products and technologies. * Write and administer assigned procurements according to the process and rules established by state policy, standards, and agency policy. * Write and select the appropriate procurement type: request for proposal (RFP), request for quotes and qualification (RFQQ), or request for information (RFI) solicitations. * Ensure vendors are producing deliverables on time and with the level of quality. * Report contract status and remaining value to the project sponsor, contract professional, or project management office., * A healthy life/work balance by offering flexible schedules and telework options for most positions. * An Infants at Work Program that is based on the long-term health values of infant-parent bonding and breastfeeding newborns. * Continuous growth and development opportunities. * Opportunities to serve your community and make an impact through meaningful work. * Employment opportunities that recognize military veterans and/or military spouse per Governor Executive Order 19-01. * Qualification for the Public Loan Forgiveness Program.
