## About the Role

Ready to lead technology strategy behind the infrastructure that keeps millions of Southern Californians safe and healthy? The Los Angeles County Sanitation Districts is seeking a Supervising Systems Analyst to lead technical project teams, conduct business analysis to translate complex operational needs into practical technical solutions, and help build out the analytical capacity of our Business Services Group. The ideal candidate brings strong organizational skills to manage multiple concurrent projects, a client-first, curious mindset, and the communication skills to build trusted relationships with stakeholders across every level of the organization - all while working on systems that have real, visible public impact., Candidates must possess all of the following:

 * A valid California Class C driver license
 * A bachelor's degree in computer science or a closely related field from an accredited college
 * Status as Senior Systems Analyst with recent experience in systems analysis; OR Five (5) years of experience in computer systems analysis, including one (1) year of supervisory experience. A master's degree in computer science or a closely related field may be substituted for one year of non-supervisory experience, * Excellent planning, organization, and documentation skills, including the ability to prioritize tasks and manage multiple projects simultaneously
 * Proven experience in business analysis and requirements gathering for software systems, as well as IT Project Management principles
 * Strong analytical and problem-solving skills, with the ability to translate complex business needs into technical specifications
 * Familiarity with:
 + Business process modeling and documentation techniques
 + The software development life cycle
 + CI/CD methodology
 + The continuous improvement process
 * Ability to exhibit a client-first attitude and a curious mind
 * Excellent written and communication skills in order to effectively interact with stakeholders at all levels of the organization, * Computer application development and implementation
 * Project Management principles, including PMI's PMBOK
 * IT Service Management principles, including ITIL
 * The relationship between computing technologies and the achievement of the Districts' objectives
 * Team development concepts
 * Supervisory concepts and strategies, * Candidates who have completed their required college or university coursework outside the United States must provide a comprehensive evaluation of their foreign transcripts and degrees upon selection for this position.

## Description

This position may be eligible for telework in accordance with Districts policy; however, regular on-site presence at our administrative offices in Whittier, CA is required to support operational needs., To supervise multiple computer technology project work groups consisting of professional level and support staff members; and to analyze, research, recommend and develop complex hardware, software, network and telecommunication systems for Districts' user sections and departments, Under the direction of an Information Technology Supervisor, the incumbent will:

 * Plan, organize, coordinate, and monitor work in support of IT software development, implementation, and maintenance
 * Conduct business analysis to identify needs, define requirements, and recommend sustainable solutions for business problems that enhance operational efficiency
 * Apply professional program/project management techniques in managing/implementing multiple projects
 * Assist in the development and continual improvement of IT project management standards
 * Participate in the selection, evaluation, and discipline of employees supervised pursuant to established Districts' and Human Resources Department policies and procedures
 * Assist in setting and achieving goals and objectives for the Business Services Group, aligned with Information Technology's mission statement and core functions
 * Provide technical advice to professional staff and oversee their training
 * Maintain knowledge of industry trends and changes in software and application technologies
 * Build and maintain professional, trusted relationships with stakeholders across all Districts departments, * Interact and communicate effectively with management, consultants, and professional, technical, and non-technical staff.
 * Supervise and oversee the work of subordinates
 * Oversee multiple concurrent projects to meet projected deadlines
 * Analyze business processes and recommend innovative solutions, * All applications will be reviewed to determine if the conditions and qualifications for testing are met.
 * The selection process will consist of a technical writing project weighted at 30%, and an interview weighted at 70%.
 * Candidates must receive qualifying scores on each selection component to move forward in the selection process.
 * The initial review of applications is expected to begin the week of August 3., * The individual(s) recommended for hire must undergo a job-related reference check, background check, degree verification, DMV report, and a drug test., The Sanitation Districts function on a regional scale and consist of 24 independent special districts serving about 5.5 million people in Los Angeles County. The service area covers approximately 824 square miles and encompasses 78 cities and unincorporated territory within the county.

GETTING THE JOB DONE

The Sanitation Districts were created in 1923 when a significant number of cities were forming and it was clear that managing wastewater on a regional scale made sense. The Sanitation Districts' purpose was to construct, operate, and maintain facilities that collect, treat, recycle, and dispose of domestic and industrial wastewater. Individual districts operate and maintain the district-owned collection systems. Cities and unincorporated areas within a district are responsible for their smaller local collection systems.

Cities and unincorporated parts of the county are also responsible for the collection of solid waste. In the 1950s, it became apparent that solid waste management would benefit from a regional approach. At that time, the Sanitation Districts were given the responsibility to provide for the management of collected solid waste, including disposal and transfer operations, and materials and energy recovery.

To maximize efficiency and reduce costs, the 24 Sanitation Districts work cooperatively under a Joint Administration Agreement with one administrative staff headquartered near the City of Whittier. Each Sanitation District has a Board of Directors consisting of the mayor of each city and the Chair of the Board of Supervisors for unincorporated territory. Each Sanitation District pays its proportionate share of joint administrative costs
