XT-CS-CIO Task Lead shall provide overall management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this PWS. The lead shall facilitate Government and Contractor communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government, and ensure all tasks are accomplished IAW this PWS. The lead shall be responsible for the quality and efficiency of the Contractor's performance and shall assist the Government with all financial and business processes of this PWS, excluding inherently Governmental functions. It is required that the lead has the authority to make decisions for the Contractor's organization in response to Government issues, concerns, and comments; the authority to commit the prime contractor's organization; and to be proactive in alerting the Government to potential contractual or programmatic and resource limitations issues.
