Knowledge of local, state, and federal regulations established by the Virginia Department of Environmental Quality, relating to composting operations, landfill management and recycling. * Safety - Knowledge of occupational hazards and safety precautions associated with recovery operations (composting, collection and disposal activities). * Supervision - Knowledge of leadership techniques, principles and procedures to assign work, schedule and train staff. * Customer Service - Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction. REQUIRED SKILLS * Judgment/Decision Making - Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters. Considers the relative costs and benefits of potential actions * Interpersonal Relationships - Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations. * Computer Skills - Utilizes a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy. REQUIRED ABILITIES * Coordination of Work - Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibilities over others. * Communication - Excellent ability to communicate complex ideas and proposals effectively so others will understand, to include preparation of reports, agendas, and policies. Ability to handle a variety of issues with tact, diplomacy and in a confidential manner. Ability to effectively comprehend information and ideas presented verbally or in writing. * Accounting and Budgeting - Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data., Requires an Associate's Degree in Environmental Sciences, Business Administration or a related field and 3-5 years of progressively responsible supervisory and management experience in composting operations, recycling management, waste recovery and collection activities, or any equivalent combination of education and experience., An acceptable general background check to include a local and state criminal history check and a valid Virginia driver's license with an acceptable driving record. Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications within one year of employment. Must obtain a Class I and Class II Waste Management Facility Operators License as issued by the Department of Professional and Occupational Regulation/Virginia Board for Waste Management Facility Operators within 12 months of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergencies. PHYSICAL REQUIREMENTS * Tasks require the ability to exert light physical effort in a sedentary environment. * Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods at keyboard or workstation. SENSORY REQUIREMENTS * Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues or signals. * Some tasks require the ability to communicate orally ENVIRONMENTAL EXPOSURES Performance of essential functions may require exposure to adverse environmental conditions, such as odors, fumes, temperature and noise extremes, hazardous materials, machinery, vibrations, electric, traffic hazards, or toxic agents. ## Description Under limited supervision, provides leadership, overall administration and technical expertise for the Solid Waste Division's Recovery Operations Center to include operations of a convenience center, compost facility, post-closure landfill, and recycling program management. Serves as facility manager. Reports to the Assistant Administrator of the Solid Waste Division., Responsible for the effective administration of the Recovery Operations Center including overseeing the operation and maintenance of the Recovery Operations Center, budgeting, purchasing and financial transactions. Ensures efficiency and conformance with established goals, safety and environmental procedures and regulations. Coordinates and establishes Section priorities, goals and objectives, ensuring consistency with division, department and city strategic goals. Researches, analyzes, reviews and prepares recommendations and reports; responds to citizen inquiries and complaints. Develops efficient and cost-effective management systems, internal programs, and procedures. Establishes and maintains record systems for control and reporting. Evaluates resource needs and manages the effective deployment of resources; monitors work orders, service requests and quality assurance programs. Responsible for the effective supervision and administration to include staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities. Participates on departmental management teams to provide input into the development and implementation of departmental policies; assists with strategic planning, research, studies and special projects; serves as the Public Works' liaison to local agencies, City departments, professional boards and task force groups related to compost activities; remains abreast of current statewide policy initiatives, best practices, legislative, regulatory, and policy developments that affect solid waste operations.
