This is not a single-team Scrum Master position. The development teams on this program belong to other organizations, and your job is to bring them into a shared cadence and a common Definition of Done rather than to run a team of your own. It takes influence instead of authority, and it rewards someone who enjoys that difference. The program is greenfield, so the cadence you facilitate is one you help establish. You work alongside a team of Agile practitioners and architects, and as new development teams onboard over time, you help each one find its footing inside the framework.
