Knowledge of Health Case Management systems, care coordination tools, and population health platforms. Knowledge of clinical terminology standards (SNOMED CT, LOINC, ICD 10, CPT), data integrity principles, and clinical decision support concepts. Knowledge of regulatory and compliance requirements including HIPAA, CMS, accreditation standards, and Tribal healthcare policies. Knowledge of clinical workflow analysis, process mapping, and optimization methodologies. Knowledge of data governance, data quality, and reporting practices related to clinical operations. Familiarity with a variety of system concepts, practices, and procedures. Familiarity with interoperability standards such as HL7, FHIR, CCD/CCDA, and health information exchange (HIE) structures. Ability to evaluate and interpret clinical user needs and develop effective system and workflow solutions. Ability to develop, plan, and implement short and long range goals. Skill in the utilization of organizational management principles, methods, and techniques. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Demonstrate excellent analytical and documentation skills. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Bachelor's Degree in Health Informatics, Nursing, Healthcare Administration, Public Health, Information Systems, or a related clinical or technical discipline is required. Master's Degree in Health Informatics, Clinical Informatics, Healthcare Administration, Information Technology, or related field is preferred. Minimum of three (3) years of progressively responsible experience in clinical informatics, EHR implementation/support, clinical workflow optimization, or health information technology operations. Considerable experience analyzing, configuring, and implementing clinical information systems, including Electronic Health Records (EHR) and clinical COTS software. Possession of a valid Florida Driver's License is required. ## Description The incumbent in this position is responsible for leading, developing, and coordinating clinical informatics initiatives that advance the effective use of health information technology across Health & Human Services (HHS). This role ensures that clinical systems, workflows, and data standards are optimized to support high quality care, regulatory compliance, and operational efficiency., Leads the Clinical Information team in supporting and optimizing clinical applications, EHR modules, and digital health platforms to ensure alignment with HHS clinical workflows and regulatory standards. Provides subject matter expertise in clinical workflows, documentation practices, coding standards, and clinical decision support requirements. Coordinates the implementation, enhancement, and ongoing support of clinical systems-including EHR, population health tools, patient engagement platforms, care management systems, and clinical analytics tools. Directs process mapping, workflow redesign, and optimization activities to improve efficiency, data accuracy, and user experience. Performs root cause analysis of clinical system issues and facilitates resolution with internal teams and external vendors. Serves as liaison among clinical departments, IT, analytics teams, and external partners to ensure clinical needs are clearly translated into system design and support requirements. Provides coaching and skills development for team members; ensures staff are proficient in informatics methodologies, EHR tools, and workflow analysis. Ensures alignment of clinical systems with evidence based practices, compliance requirements (HIPAA, CMS, accreditation standards), and Tribal healthcare policies.
