(Example: Four years of relevant experience may substitute for a bachelor's degree, and vice versa.) * Minimum of five (5) years of DFPS experience * Direct child welfare or adult protective services program experience * Demonstrated knowledge of the Child Protective Services (CPS) program area relevant to assigned duties * Experience participating in business process, system, or IT modernization initiatives * Demonstrated ability to collaborate across program and technical teams * Quality and relevance of prior work supporting large-scale initiatives, * Demonstrate child welfare and/or adult protective services program experience. * Minimum of five (5) years of experience in Texas Department of Family and Protective Services (DFPS) programs or in a comparable child welfare system in another state. * Demonstrate knowledge and subject-matter expertise of the CPS relevant to assigned duties. ## Description DFPS is undertaking a multi-phase initiative to modernize its case management system and replace the legacy IMPACT platform with a new Comprehensive Child Welfare Information System designed to better support the agency's mission and operational needs. Building on the agency's legislative planning effort, including development of the December 2024 transition report to the Texas Legislature, stakeholder engagement activities, market research, and legislative funding approved in 2025, DFPS is now moving from planning into implementation readiness for a modern, modular, cloud-based solution. This effort includes strategic planning, business process redesign, federal Comprehensive Child Welfare Information System (CCWIS) and Annual Planning Document (APD) readiness activities, procurement and vendor onboarding support, data quality and migration planning, interoperability and bidirectional data exchange planning, organizational readiness, training support, and design activities. DFPS is seeking professionals to serve as members of the Case Management Transformation Program (CMTP) team. Positions in this role support DFPS's Comprehensive Child Welfare Information System (CCWIS) modernization initiative and work collaboratively with program, operational, and information technology partners. The individual selected will represent the CPS and contribute to business process analysis and redesign, solution design activities, requirements development, and the review of project deliverables. This role ensures alignment with DFPS child welfare practice, policy, federal CCWIS requirements, and stakeholder needs for the CPS. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other DFPS offices(s) will be required. Work will be performed under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This work directly contributes to improved decision-making, stronger accountability, better data quality, and more timely services, helping ensure DFPS can meet its responsibilities to Texas children, families, and vulnerable adults now and in the future. Essential Job Functions Essential duties and responsibilities include, but are not limited to: * Participate as an active member of the CMTP project team throughout the duration of the project (Project is slated to end FY 2032) * Analyze current child welfare business processes and support future-state process design * Contribute subject matter expertise to requirements development, solution design, and system reviews * Review project documentation, vendor deliverables, and solution concepts for alignment with DFPS program and operational needs * Collaborate with DFPS program staff, IT teams, and vendors to support implementation readiness activities * Provide input on risks, dependencies, and operational impacts related to system modernization * Support cross-functional coordination between business and technical stakeholders * Attend conferences, consult with counterparts at other agencies, conduct research online, and follow emerging trends to ensure that business practices are efficient, effective, and contemporary, meeting current industry standards. * Evaluate business operations, identify opportunities for improvement, and design and recommend solutions to improve business operations through policy development and revision, proposals, and reviews with division leadership. * Collaborate with stakeholders to plan and evaluate internal functions, program activities, business development strategies, and technical processes to ensure business needs are met. * Collaborate with users and team members to understand and document business processes and provide training on business solutions, applying change management principles. * Communicate planning and key decisions by program and IT leadership and management to appropriate audiences. * Work with internal and external stakeholders to align technology solutions with business strategies. * Contribute to the business case process and develop corresponding documents as required. * Ensure stakeholders' expectations are met and identifies and resolves disconnects through negotiation or governance mechanisms. * Develop and coordinate other special projects and perform other duties as assigned, * This position is project-based and tied to the duration of the CCWIS transformation initiative ending FY 2032 * Work assignments may evolve as DFPS transitions from implementation readiness into phased deployment * Travel will be required to support stakeholder engagement, workshops, or project activities * Background checks and compliance with DFPS policies are required Review our Tips for Success when applying for jobs at DFPS, DSHS and HHSC.
