Required Certifications * DoD 8140 Cybersecurity Workforce (CSWF) Certification meeting applicable position requirements. * CompTIA Security+ certification (or approved DoD 8140 equivalent) required on Day One to support privileged access to development and production systems. * Ability to satisfy all applicable cybersecurity workforce requirements under DFARS 252.239 Information Assurance Contractor Training and Certification. Preferred Qualifications * Experience supporting Navy Information Warfare programs, NIWDC, NIODB, or other Department of the Navy mission systems. * Experience supporting Oracle Enterprise environments within classified DoD networks. * Familiarity with Electronic Warfare data management, threat library development, and mission planning systems. * Experience with Agile software development methodologies, DevSecOps practices, and continuous integration/continuous delivery (CI/CD). * Bachelor's degree in Computer Science, Software Engineering, Information Systems, Computer Engineering, or a related technical discipline (or equivalent combination of education and experience). ## Description The Database Administrator IV is responsible for the design, development, maintenance, and optimization of the Navy Information Operations Database (NIODB) and associated software applications. This position provides technical leadership in database architecture, software engineering, data migration, interoperability, cybersecurity compliance, and workflow automation while supporting mission-critical Electronic Warfare (EW) data management capabilities. The successful candidate will work closely with software developers, system administrators, cybersecurity professionals, and Government stakeholders to ensure NIODB remains secure, reliable, scalable, and capable of supporting current and emerging Information Warfare requirements., * Design, develop, maintain, and optimize relational database architectures supporting the Navy Information Operations Database (NIODB). * Develop and implement database solutions supporting both legacy and next-generation Information Warfare systems. * Design, develop, and maintain Microsoft .NET desktop and web-based applications supporting NIODB. * Develop software using modern programming languages and frameworks, including: * C# * JavaScript * JQuery * Angular * JSON * Support modernization efforts by converting legacy data formats into current standards, including: * CSV * XML * JSON * Develop, maintain, and document software installation, configuration baselines, and system security requirements. * Design and sustain automated workflows and quality assurance processes supporting Information Warfare data management functions. * Collaborate with network engineers, system administrators, and Information System Security professionals to document and maintain development environment requirements. * Coordinate with National and Service organizations to integrate new database formats into the Navy's authoritative Electronic Warfare databases. * Support disaster recovery planning, continuity of operations, and maintenance of alternate NIODB environments. * Perform testing, verification, validation, and quality assurance of database applications and Electronic Warfare data products. * Develop, maintain, and sustain Surface Electronic Warfare training databases and libraries. * Support development and sustainment of Next Generation BLQ-10B Electronic Support (ES) threat libraries. * Develop Plans of Action and Milestones (POA&Ms) and supporting documentation for Fleet Information Operations capabilities. * Support Agile software development efforts, including sprint planning, backlog refinement, testing, and continuous delivery. * Produce technical documentation, system design artifacts, reports, and briefings supporting Government stakeholders., At Phoenix Global Support, you'll join a team dedicated to delivering innovative technology solutions that directly support the U.S. Navy's Information Warfare mission.
