Must pass a criminal-history background check and obtain CJIS Security Awareness certification within 7 days of hire, due to access to law-enforcement systems., Bachelor's degree in a related field; Lewis County Government experience; and current, role-relevant professional certifications (for example, in networking, Microsoft 365/cloud administration, or information security)., * Network and systems administration in enterprise environments, both on-premises and cloud-based. * Network protocols, services, and diagnostic tools (e.g., TCP/IP, DNS, DHCP, VPN, and wireless). * Server operating systems and virtualization (e.g., Windows Server and Linux). * Messaging, collaboration, and productivity platforms. * Directory and identity/access management services. * Telephony/voice systems. * Data security, access controls, and public-sector compliance standards, including criminal-justice (CJIS) requirements. * IT service-management and ticketing workflows (triage, escalation, and resolution tracking). Behaviors: * Regular, reliable attendance. * Commitment to continuous improvement and team development. * Proactive problem-solving and a service-oriented attitude. ## Description Under the general supervision of the ITS 5 Network Supervisor, administers and maintains the County's network, server, and identity systems for the Information Technology Services Department, ensuring the reliable and secure transmission of voice, data, and video across County facilities and cloud services. Administers messaging, collaboration, remote-access, and user-account services; installs, configures, and supports related hardware and software; troubleshoots complex problems and provides advanced technical support and training to staff and end users. This is the journey/senior working level of the Network Engineer series; the most complex strategic and supervisory matters are referred to the Network Supervisor. The following duties are the fundamental, crucial job duties performed by this position. This is not a comprehensive list of all tasks that may be assigned. Incumbent may be required to perform other duties as assigned and appropriate for the position. * Administers and maintains the County's network infrastructure - wired, wireless, and remote access - to ensure reliable, secure transmission of voice, data, and video across County facilities and to cloud services. * Administers the County's messaging and collaboration platform (email, calendaring, and team collaboration); manages mail flow, quarantine, distribution lists, and related access and security controls. * Administers identity and access services: provisions and de-provisions user accounts, directory and group membership, file and share permissions, and remote-access accounts as part of employee onboarding, position change, and separation. * Installs, configures, and maintains servers, network devices, and supporting systems in on-premises and cloud environments; verifies functionality, applies updates and patches, and maintains current technical documentation. * Monitors the environment for availability, capacity, performance, and security; diagnoses and resolves incidents; responds to monitoring, quarantine, and data-protection alerts; escalates and tracks issues to resolution. * Supports access, connectivity, and integration for the County's enterprise and line-of-business applications, including regulated public-safety systems. * Administers telephony/voice services (e.g., desk phones, voicemail, and auto-attendants). * Maintains and enforces system security, access controls, and the confidentiality of records, including the requirements of regulated systems such as criminal-justice information (CJIS); monitors compliance with County and Department policies. * Provides advanced technical support and training to County departments and end users; assists the Help Desk with escalated issues; participates in and helps coordinate technology projects. * Researches, evaluates, and tests new technologies; recommends improvements; assists in transitions to new systems and platforms. * Maintains service records, logs, and documentation; identifies recurring problems requiring improved procedures or policies. * May participate in scheduled on-call/after-hours support for critical systems. Performs related duties as assigned. WORKING ENVIRONMENT / PHYSICAL DEMANDS Work is performed in office, server-room/data-center, and remote-work environments. Installs and services equipment in equipment racks, wiring closets, and user workspaces; travels between County facilities. May occasionally lift and carry equipment up to 20 pounds.
