Including experience in the following areas: + Performing business analysis, designing, and implementing solutions. + Maintaining and documenting configurations of live Oracle ERP modules and related changes. + Managing ERP projects and enhancements (EBS, Oracle Cloud EPM, or Oracle Fusion Cloud). * Additional desirable experience: Working with and managing contractor resources, including offshore teams. Working with Oracle Analytics Cloud. Knowledge of Finance, Planning, and Budgeting domains, with an understanding of international public sector requirements. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset. ## Description The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States. The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices. The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO. Main Purpose The ERP Functional Lead, Finance, Planning and Budget is a member of the AIPS Management Section (AMS) and reports directly to the Section Head, AMS. s/He provides advice on, applies technical knowledge to, and provides ERP application support in the areas of Finance, Programme Planning & Implementation, Risk Management, Budget Preparation and Programme assessment based on the IAEA's ERP system known as AIPS (Agency-wide Information System for Programme Support). Role The ERP Functional Lead, Finance, Planning and Budget is: a functional knowledge expert, applying strong knowledge of several Oracle eBusiness Suite or Oracle Cloud Enterprise Performance Management (EPM)/Hyperion modules in the areas of EPM/Hyperion Planning, Projects, Grants Accounting and Finance (including interface to SWIFT) or the Oracle Fusion Financials, and the corresponding business processes; domain lead managing all the agency and contractor resources working for the domain; an adviser, providing solid knowledge of Oracle eBusiness Suite/EPM and financial principles and policies; a level 2/3 support agent, addressing issues and requests not resolved by the first level staff and providing expert guidance on AIPS application; and a configuration manager maintaining configuration information for the AIPS modules. The knowledge is applied to manage and resolve incidents and problems as well as design and implement changes related to the above areas of the AIPS system. The role also requires supporting the hiring of contractors and managing contractors. This includes prioritization of tasks, managing and assessing contractor's performance, mentoring and offering guidance with respect to both the IAEA organization and AIPS. Functions / Key Results Expected * Provide functional expertise in Oracle eBS Financial and PPM modules, Oracle EPM/Hyperion Planning and related financial applications to support end users. * Deliver solutions for application service requests and lead implementation of system changes, enhancements, and upgrades. * Provide AIPS Level 2 support in the Financial, PPM & Planning and Budget areas and contribute to customised reports, forms, and analytics. * Manage ERP configurations, and support future upgrades or cloud migration projects. * Coordinate with stakeholders and vendors to ensure stable application performance and effective solutions. * Recommend and implement process improvements; document functional requirements and validate through testing. * Design and deliver user training programmes, manuals, and refresher courses in coordination with the Training Officer.
