The Senior Management System Analyst (MSA) position reports to the Portfolio & Strategy Manager within the Roadway Structures Division of the Seattle Department of Transportation (SDOT). The Roadway Structures Division is the designated Division with SDOT responsible for maintaining structural assets associated with transportation infrastructure organized within these primary asset types: bridges, retaining walls, areaways, and stairways. The successful candidate will serve as the technical lead for asset inspection data analytics, developing systems and performance tools that support lifecycle management and data-driven decision-making. The candidate would also develop/create, collaborate, and manage the training material. The Sr. MSA will develop and oversee centralized databases and reporting tools that track elemental asset conditions, deterioration trends, risk profiles, and preventative maintenance forms as well as other data generated by the Division or other sources used to make data-driven and informed decisions on achieving division and department objectives., * Lead the design, development, and implementation of centralized inspection data databases and tools, preventative maintenance forms, and SharePoint pages, as well as establish data standards, quality control protocols, and governance policies to ensure consistency, reliability, and accessibility of data within the Roadway Structures Division. * Develop standardized data-sharing procedures. Evaluate and improve existing management controls, workflows, and reporting structures to enhance operational efficiency. * Create dashboards and automated reporting tools to support data-driven decision-making. Implement performance matrix management reports and track key performance indicators. * Design and implement systems and reporting using Microsoft Power Platform tools (Power Apps, Power Automate, Power BI). Develop digital forms and automated workflows. * Create predictive analytics models to identify high-risk assets and forecast component replacement cycles. Provide real-time data analysis and visualization support during structural failures or urgent repair situations. Compile condition reports and performance data to assist leadership in prioritizing and responding to emergent needs. Produce post-event analysis reports to inform future risk mitigation and policy improvements. * Lead the division in system development, modification, and implementation of new or existing software programs. Coordinate with IT, vendors, consultants, and other City departments to ensure systems meet division needs. * Develop, collaborate, and manage spend and work plans aligned with program objectives and performance metrics. Prepare budget proposals for system enhancements, software licensing, hardware or technical support.
