Travel Requirements * Travels to school district buildings and professional meetings as required., + Bachelor\'s degree in a related field from an accredited college or university required; + Master\'s degree from an accredited college or university preferred. * Certification/License: None. * Experience: + 4 years\' experience leading HRIS strategy and operations; experience managing employee records or data governance functions; demonstrated leadership in a collaborative environment. + Supervisory experience preferred. * Language: Bilingual (English/Spanish) working proficiency preferred in some settings. ## Description Provides strategic leadership, oversight, and direction for employee records management and Talent Management systems (HRIS). Oversees the integrity, security, and optimization of employee data, records processes, and HR systems to ensure compliance with district, state, and federal requirements. Leads efforts to align technology, data governance, and records management practices to improve operational efficiency, reporting, and decision-making across the district. ESSENTIAL JOB FUNCTIONS Strategic Leadership & Program Oversight * Establishes and leads enterprise strategy of Talent Management Systems. * Defines program goals, priorities, and performance expectations. * Aligns Talent Management Systems initiatives with organizational objectives. * Identifies opportunities for innovation, scalability, and modernization. * Leads large-scale initiatives and continuous improvement efforts. * Evaluates industry trends, regulatory changes, and emerging technologies. Systems Governance & Optimization * Directs governance and lifecycle management of organizational systems. * Establishes standards for system configuration, access, and usage. * Oversees system integrations and cross-platform functionality. * Approves system enhancements, testing, and implementation efforts. * Ensures system performance, reliability, and user adoption. * Identifies risks and implements mitigation strategies related to system operations. Policy Development & Standardization * Develops and implements enterprise-wide policies, standards, and procedures. * Ensures consistency in Talent Management Systems practices across departments. * Establishes governance frameworks and accountability measures. * Reviews and updates policies in response to regulatory and organizational changes. * Promotes adoption and adherence to established standards. Cross-Functional Collaboration * Collaborates with IT, Legal, Compliance, and Operations leadership. * Aligns Talent Management Systems with organizational priorities. * Serves as a subject matter expert for Talent Management Systems governance. * Bridges communication between technical and business stakeholders. * Leads or participates in cross-functional committees and initiatives. Decision-Making & Authority * Approves system implementations, upgrades, and process changes. * Establishes priorities and resource allocation for initiatives. * Makes high-level decisions regarding compliance, risk, and operations. * Resolves complex or escalated issues across functional areas. * Provides strategic guidance to leadership and stakeholders. Performance Management & Continuous Improvement * Defines and monitors key performance indicators (KPIs). * Evaluates program effectiveness and operational efficiency. * Leads continuous improvement and process optimization initiatives. * Identifies performance gaps and implements corrective actions. * Promotes innovation and adoption of best practices. Data Integrity & Reporting Oversight * Ensures accuracy, consistency, and reliability of organizational data. * Establishes and oversees data governance practices. * Defines standards for data entry, validation, and maintenance. * Oversees enterprise reporting frameworks and analytics. * Supports data-driven decision-making across departments. Budget & Resource Management * Develops and manages budgets for Talent Management Systems related functions. * Allocates resources to align with strategic priorities. * Evaluates and approves investments in systems and tools. * Monitors expenditures and ensures cost-effective operations. * Manages vendor relationships and service agreements. Safety * Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating conditions. * Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. * Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor. Supervisory Responsibilities * Directs daily operations of Talent Management Systems teams. * Allocates resources aligned to district goals. * Implements continuous improvement initiatives. * Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal. Other Duties as Assigned * Performs all job-related duties as assigned and in accordance with the Board rules, policies and regulations.
