Substitution (Education): Additional qualifying full-time work experience (2000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals 30 semester units or 45 quarter units. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred to for hiring: + Three (3) or more years of experience managing financial management systems, including oversight of accounting, budgeting, and/or financial reporting systems; ensuring data integrity, internal controls, and compliance; and directing system enhancements and process improvements. + Experience working in airport finance or a comparable complex public-sector financial environment. + Experience with debt financing, public finance, municipal budgeting. + Experience budgeting for and managing large multi-fund portfolios-including software licenses, maintenance, capital projects, and services. + Experience leading stakeholder engagement efforts and translating complex technical topics into clear, actionable guidance for executives and public bodies. ## Description SFO's Finance Division seeks an experienced enterprise finance technology leader to serve as its Finance Technology & Systems Strategy Manager. This position drives finance technology integration, automation, innovation and data visualization solutions that inform Airport-wide decision-making across SFO's annual $1.8 billion operating budget, $12.5 billion Capital Improvement Plan (CIP), and the revenues and funding sources that support these investments. Under general administrative direction, the Finance Technology & Systems Strategy Manager provides division-wide leadership in finance systems strategy, data governance, data visualization, business intelligence, automation, and process optimization. The position ensures that the Airport's financial systems and data environment deliver accurate, timely, and actionable insights that strengthen revenue and expenditure decision-making and operational effectiveness across the Airport. Reporting to the Managing Director of Finance, the Finance Technology & Systems Strategy Manager supports strategic initiatives and operational improvements across key Finance units-including operating budget, capital planning, revenue management, debt and grants administration, and financial controls. The incumbent will develop and execute the Airport's finance technology and reporting roadmap; integrate City & County of San Francisco and Airport systems (e.g., ERP/PeopleSoft, operating budget, capital planning, contract/project management, revenue/collections, data warehouse/BI), and implement automation, internal controls, and analytics solutions. This position's initiatives will enhance efficiency, compliance and performance, supporting SFO's financial targets and strategic plan. The Financial Technology & Systems Strategy Manager leads a team of four, including two (2) mid-level managers and two (2) professional staff members responsible for financial systems, analytics, and process improvement. You are excited about this opportunity because you will: + Develop the finance technology strategy and roadmap: assess current state; conduct industry assessment to establish enterprise data standards; prioritize initiatives using transparent, value-based scoring; and manage phased delivery over multiple fiscal years. + Manage the finance technology budget: administer and optimize the budget for financial systems modernization, software, and maintenance; lead planning for automation and integration projects, ensuring investments deliver measurable efficiency, control, and ROI improvements. + Modernize enterprise systems and integrations: lead upgrades and integrations among ERP/PeopleSoft, operating budget, capital planning, project and program controls, revenue and collections, grants, procurement, and data warehouse/BI solutions. Coordinate the transition to various Finance teams for testing, day-to-day management and maintenance, to support accurate real-time reporting and decision-making. + Deliver automation and process intelligence: partner with IT to develop and implement Artificial Intelligence/Machine Learning for reconciliations, exception/anomaly detection, and scenario forecasting. + Strengthen analytics & decision support: implement and improve enterprise dashboards, scenario models, and early-warning controls that inform decision-making. + Lead change management: drive stakeholder engagement with executive leadership, department managers and staff, and external partners; oversee training, User Acceptance Testing, and communications to drive adoption; develop and establish finance policies, Standard Operating Procedures, knowledge base, and role-based access/controls. + Coordinate across the enterprise: serve as liaison among Finance, IT, Controller's Office, Mayor's Budget Office, Airport-wide divisions, and external partners; represent the Airport before the Airport Commission and other bodies as needed. + Develop people and capacity: manage and coach supervisors and analysts; sequence workload using capacity planning and/or staff modeling; promote continuous improvement and equitable professional development. + Advance fiscal resiliency: translate insights into actions that improve efficiency, optimize revenue capture, provide holistic assessments and recommendations, and support SFO's vision and mission framework. + Perform other functions outlined in the 0933 Manager V (https://careers.sf.gov/classifications/?classCode=0933&setId=COMMN) job classification., Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission. Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
