All applicants must be legally authorized to work in the United States at the time of application. ## Description The Chief Business Technology Officer (CBTO) serves as the Chief Information Officer for the Minnesota Department of Health (MDH), the state's leading public health agency. As a member of the executive leadership teams for both MDH and Minnesota IT Services (MNIT), this position partners closely with agency leadership-including deputy and assistant commissioners, the MDH Chief of Staff, the Chief Data and Analytics Officer, and fellow CBTOs across the state enterprise-to shape and advance technology strategy. This executive leader drives technology planning, operations, and organizational culture in support of MDH's mission while aligning with MNIT's strategic priorities and enterprise services. Through strong partnerships, the role develops sustainable business and technology strategies that address evolving agency priorities, fiscal challenges, and the future of public health technology. Leading a team of more than 120 MNIT employees and contract staff, the position is responsible for fostering strong relationships between MNIT and MDH divisions and programs while creating an inclusive, collaborative work environment. Success requires balancing people leadership, organizational culture, and technical expertise to advance strategic and operational goals. Working closely with MDH leadership and the Chief Data and Analytics Officer, this executive helps strengthen the systems, governance, and organizational culture needed to support both current and emerging data and technology needs. The MNIT MDH team supports more than 250 applications and delivers the technology services and initiatives that power one of the nation's leading public health systems, helping protect, maintain, and improve the health of all Minnesotans. This position provides executive oversight for all IT applications, services, and technology functions supporting MDH while championing innovation, service transformation, and operational excellence. Responsibilities include ensuring disciplined IT governance through sound technology practices, documentation standards, change management, cybersecurity, compliance, and risk management, while providing strategic guidance to agency leadership on technology investments and cost management.
