The Adult Care Home Program allows you to support providers to create a healthy and safe environment for older adults and persons with disabilities with responsibility for ensuring accountability to local, state and federal rules. Multnomah County Department of County Human Services (DCHS) invites applications to fill one (1) Full Time Program Technician in the Adult Care Home Program, ADVSD located at 600 NE 8th St., Gresham, OR 97030. This position is a Full Time, 1.0 FTE and will be scheduled 40 hours a week Monday - Friday (potential for hybrid after training period). All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department. About the Position: The position determines initial and ongoing eligibility for caregiver roles, processes ACHP role applications and criminal background checks and provides front-desk coverage for walk-in customer service. This position will assist with data management between the ACHP database and state databases. This position also completes initial reviews to determine completeness of new license and new resident manager applications. All care providers must maintain specific testing, training and certifications. This position is essential to ensuring residents of adult care homes have qualified staff to meet their needs. Primary responsibilities include: A. Process ACHP caregiver applications and background check requests * Review, verify, process, and monitor caregiver applications. Verify training, testing, required certifications, ACHP compliance history including abuse or neglect, background check and continuing education requirements. * Enter applications and background checks in ACHP database; verify payments owed; process and enter application and background check fees. * Review and process background check requests: verify identification, complete accurate data entry based on requested role, monitor ORCHARDS database for updates and contact subject individuals for follow-up as needed. * Provide technical assistance to program staff and applicants by responding to inquiries and providing information regarding background check process, application process and status. * Apply Multnomah County administrative rules to make determinations on caregiver applications. Generate approval letters and denial notices with hearing rights. * Monitor ACHP database and ORCHARDS database for changes in status and identify caregivers who may have lost their eligibility to work based on changes in their qualifications or background status. Notify applicants of required corrective action such as a revocation of their approved status. Notify supervisors and licensors of changes in caregiver eligibility and background check revocations. B. General office support * Assist with front-desk coverage for walk-in customer service including applications, background checks and payments. * Administer, proctor and score ACHP testing. * Address outgoing mail including certified mail and document certified mailings. * Act as backup for other OA2 tasks * Attend group meetings. * Assist with registration for trainings and conferences. C. ACHP Program Support * Respond to inquiries, provide information regarding program rules, processes, procedures and services, and coordinate with Licensers and other ACHP staff. * Maintain local database including data entry and management of applications. Scan documents into ACHP database. Create and maintain files. * Work with CALMS, ASPEN, ORCHARDS and other state databases as needed. * Assist with running and distributing routine reports and updating public file information. * Assist with scheduling and preparing materials for hearings. D. Process New License & New Resident Manager Applications * Review new license applications and new resident manager applications for completeness including evaluating new application materials and applicant training, testing, required certification. * Generate incomplete application notices with detailed information about application requirements, missing information, and required due dates and timelines.
