Mandatory Requirements

 * Must provide strategic consulting aligned with City goals

 * Must support budget planning and investment decisions

 * Must attend City meetings (1-2 times per year)

 * Must not perform out-of-scope work without written approval

Roles & Responsibilities

 * Develop and maintain technology roadmap

 * Provide strategic IT guidance to City leadership

 * Analyze data from alignment reviews, support tickets, and monitoring tools

 * Identify risks and areas for improvement

 * Support procurement and long-term IT planning

 * Provide recommendations for infrastructure upgrades and modernization
