A degree is not required. However, at least 12 years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered. ## Description Reporting to the Indiana Office of Technology (IOT) Chief Information Officer, the Chief Technology Officer (CTO) serves as the State's lead technology strategist and architect. This role is responsible for shaping and advancing the State's technical vision, guiding long-term innovation, and ensuring that technology initiatives align with statewide strategic goals. The CTO partners with executive leadership to drive organizational growth through the effective use of technology, oversees the development and evolution of enterprise architecture, and ensures technology standards and compliance are consistently upheld. In addition, the CTO leads a team of senior technical architects, leveraging emerging technologies and trend insights to position the State for future opportunities, increased efficiency, and resilient service delivery., + Define the technology strategy, vision and roadmap for IOT in conjunction and alignment with the overall State and State agency's digital business strategy and constituent citizen services. + Identify emerging technologies that would help the State deliver its digital business strategy and constituent citizen services. + Lead technology innovation to explore how emerging technologies can transform the State. + Leverage trendspotting to anticipate technological and non technological developments, enabling the organization to proactively prepare for and navigate change and disruption. + Decide which technologies to invest in and procure, including making the business case. + Evolve the architecture to support the introduction of new technologies to enable the digital business strategy. + Work in a consultative fashion with other IOT groups and state agencies as an advisor of technologies that may improve their efficiency and effectiveness. + Oversee research and development (R&D) initiatives. + Monitor technology and social trends that could impact the State of Indiana. + Collaborate with peer IOT CXO's on strategic decisions and technology governance. + Establish, communicate, and uphold IOT's and the State's technology strategy across all State agencies, ensuring consistent adherence to technology standards and compliance regulations statewide. + Manage vendor relations. Digital Business + Define statewide technology strategy in partnership with the State CDEO and ensure alignment with the State's digital business goals. + Identify emerging technologies that advance constituent services and transform the business model. + Anticipate technological and non-technological developments to proactively navigate disruption. + Ensure architecture adapts to support long-term statewide strategy. + Work with State CIO and CXO peers on statewide decisions and governance. Business Development + In partnership with IOT CRDO work with senior leaders across the Executive Branch and external stakeholders. + Develop technology standards and regulations that provide inherent value to State agencies. + Enforce those statewide technology standards and regulations when necessary. Innovation + Explore how emerging technologies can transform the State. + Direct applied research to advance IT capabilities. + Design future-oriented architectures that support new technologies.
