Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis. Experience: * Two (2) years of professional experience in program development, project management or strategic planning preferably in the public sector. Six (6) months of supervisory experience is preferred. Licenses and Certifications: * Possession of or ability to obtain, and maintain an appropriate, valid Oregon Driver's License (Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355)) Additional Requirements: * Must pass a background check per department requirements The Ideal Candidate will possess the following knowledge, skills, and abilities: Knowledge of: * Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. * Research methods, techniques and procedures. * Principles and practices of engineering related to civil, storm, sanitary, erosion control, grading and geology. * Methods, techniques and procedures for data collection and spatial data analysis. * Principles of supervision, training and performance evaluation. * Modern office procedures, methods and computer equipment. * Relevant Federal, State and local laws, codes and regulations., What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. PLEASE NOTE: Once the posting closes, the process can take 4-6 weeks to complete. ## Description The Public Works, Engineering Division's Water Resources Team seeks a driven and collaborative person to help with a variety of professional analytical and administrative duties and thrives in a team environment. The Team: * Works with government partners and community groups to develop and implement short and long-range projects and programs related to stormwater, groundwater and wastewater. * Oversees compliance with federal and state stormwater and groundwater quality regulations in assigned areas. * Provides highly technical and administrative assistance related to stormwater and groundwater policy development and program management. * Oversees large, complex water resources engineering projects including master plan development and the development and adoption of new local water quality regulations, and pollutant loads and best management practice effectiveness modeling. * Provides technical and project management support for the Engineering Division. * Represents Public Works and the city in internal and external collaborative efforts on water resources issues. Classification, Examples of Duties Performed - Duties may include but are not limited to the following Persons in this classification may be assigned job duties and responsibilities similar to the characteristics or duties listed below. Work closely with the Water Resources Manager and Engineer to prioritize program work and identify goals and objectives. Provide clear, transparent communication on program direction and processes. Work collaboratively with other City staff and Division leadership to strategize approaches to assess and continually improve Water Resources programs, including organizational structure, policy interpretation and process improvement. Identify, plan and implement projects that support Division, Department and City priorities identified in strategic plans and other planning documents. Participate in external professional organizations that align with and advance City programs, representing the City and supporting collaboration and knowledge-sharing. Identifies needs for special studies within assigned program. Conducts research, identifies goals and objectives, manages project time lines, analyzes findings, and prepares reports and recommendations. Direct work of full-time staff, temporary employees and/or interns when needed or for special projects. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Recommends and participates in the implementation of goals and objectives for assigned programs and projects. Participates in the development of the division work plan; assign work activities, and projects; monitor work flow; reviews and evaluates work products, methods and procedures. Serves as a division or department liaison to other departments, outside agencies, committees, commissions, or the public. Serves on or provides professional staff support to a variety of City committees and task teams. May perform financial analysis or budget related duties to support Water Resource programs. May coordinate the development and implementation of public information for assigned program including online accessibility and public engagement activities. Responds to requests for information from the public regarding assigned program. May analyze, review and recommend action on proposed and approved legislation and regulations. Actively supports and respects diversity in the workplace.
