Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: conducting security configuration reviews and remediation, performing comprehensive system setup and development, implementing and managing network security controls and identity-based access solutions, administering unified communications platforms for voice and video services, and working with secure communication systems including encryption technologies and associated cryptographic and communications-security management for protected network environments. Must have experience with Cisco network systems and devices such as video teleconferencing systems. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate., Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. ## Description * Manage implementation, modification, and operational integrity of NIPR/SIPR and LAN/CAN/FAN network environments, ensuring compliance with established standards and policies. * Oversee configuration, testing, and repair of network hardware/software, monitors system performance, and ensures timely restoration of services across all connected systems. * Develop local network policies, operating procedures, management tools, and user training programs to support efficient system operations and maintain technical proficiency. * Evaluate networking equipment, cabling, software, and performance data to identify issues, recommend improvements, and ensure reliable telecommunications operations. * Conduct QA/QC testing, assesses network usage and problem trends, and coordinates corrective actions to enhance system efficiency and capacity. * Provide physical support for network devices, collaborates with higher-level technical personnel, and develops proposals for upgrades and specialized system enhancements. * Analyze automated and manual network/telecommunications systems to determine design requirements, develop specifications, and create database structures that support multi-user operational needs. * Evaluate existing systems, researches user requirements, and establishes standardized data elements and system designs to ensure efficient performance and future scalability. * Develop and execute testing plans, establishes interoperability criteria, evaluates results, and coordinates corrective actions to ensure complete and accurate system performance. * Monitor logical and physical data integrity, analyze test outcomes against baselines, and recommend equipment or circuit upgrades to maintain optimal network operations. Requirements Conditions of employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status. * Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions. * Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement. * While serving a probationary period the incumbent can be terminated with limited appeal rights. * Appointee must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI). * The IT Classification for this position is IT I. Position is designated as Special Sensitive. * Selectee must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program. * This position requires the employee to occasionally travel from the normal duty station, 10%. * This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. * The duties of this position require the incumbent to possess or obtain a valid US Army in Europe (USAREUR) Driver's License. * This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport. * The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization. * Position may be designated Emergency-Essential (E-E) in support of mobilization and wartime mission. * If designated E-E, employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. * E-E employees are required to undergo nuclear, biological and chemical training and to participate in readiness tests, mobilization, alerts and field training exercises. * Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. * . Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment., * Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization. * In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230. * Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. * Medical and dental care may be provided by host nation providers.
