PREFERRED EDUCATION * Graduation from an accredited fouryear college or university with major course work in computer science, computer information systems, public policy, public administration, government studies. EXPERIENCE * Two (2) years of experience researching, analyzing, evaluating, developing, monitoring, and/or implementing agency programs, policies, and/or management systems/functions is required. * Experience with Microsoft Office, to include Word, Excel and Outlook is required. PREFERRED EXPERIENCE * Five (5) years of combined experience in cybersecurity and policy development is preferred. * Experience working in a Department of Defense or Texas Military department environment is preferred. SUBSTITUTION * Additional years of experience in researching, analyzing, evaluating, developing, monitoring, and/or implementing agency programs, policies, and/or management systems/functions may be substituted for the education requirement on a yearperyear basis. REGISTRATION, CERTIFICATION OR LICENSURE: * A valid driver's license is required. If not currently a Texas resident, applicant must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. * CompTIA Security Plus, CompTIA Risk Management for DoD Security Programs, or other relevant IT certification is preferred * Ability to acquire and maintain Security+ certification is required within 6 months of employment., * Background Investigation . Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations., * public policy analysis principles and governmental structures; * state and federal legislative and policy development processes; * relevant policy areas; * standard and advanced cyber security topics and matters; * organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; * methods and procedures analysis techniques; * work simplification methods; * forms and records design and control procedures; and * statistical analysis. Skill in: * researching and analyzing complex data and policies; * identifying policy options and impacts for decisionmakers; * collaborating with internal and external stakeholders; * developing clear and concise written and verbal communication; * problemsolving, critical thinking, and independent decisionmaking; and * use of a computer and applicable software. ## Description Performs complex (journeylevel) policy analysis work. Responsible for authoring, analyzing and assessing all applicable cyber security policies, laws, and regulations, with a focus on policy development and its effects on existing cyber security programs and services. Conducts research and analysis on federal and state laws, regulations, policies, and guidance, and collects and evaluates data from diverse sourcessuch as government reports, public records, and academic studiesto assess their impact on agency programs and services. Reports directly to the Texas Military Department (TMD) J6 Information Directorate Information System Security Manager (ISSM). Works under general supervision, with moderate latitude for the use of initiative and independent judgment. WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES * Serves as the primary author for developing and updating departmental cybersecurity policies, standards, and procedures within federal, state, and military regulations. * Analyzes existing and proposed policies to identify gaps, ensure compliance with federal/state/military regulations, and assess mission impact. * Collaborates directly with the ISSM, system administrators, and cybersecurity personnel to review draft policies for technical accuracy, operational feasibility, and clarity. * Manages complex policy analysis projects from inception to completion, including coordinating efforts across multiple teams and stakeholders. * Facilitates policy review meetings, document feedback, and manage the adjudication process to achieve consensus and final approval. * Tracks and assess the performance of policies and programs to provide ongoing insights for improvement. * Monitors the policy lifecycle from start to completion by coordinating with the ISSM, technical teams, TMD leadership and external stakeholders to gather input and ensure operational feasibility. * Tracks and assess the performance of implemented policies, anticipate future regulatory or policy trends, and proactively develop strategic responses to prepare the J6 directorate for potential impacts. * Coordinates and collaborates with other teams or agencies to ensure alignment and progress on policy initiatives. * Facilitates and manages crossdepartmental policy initiatives by coordinating with internal and external stakeholders, ensuring timely progress and alignment with organizational goals. * Prepares concise and clear reports, presentations, policy briefs, and other materials, including testimony, to communicate findings and recommendations to the ISSM and to support legislative hearings. * Assists the ISSM on the production and authorship of cybersecurity policies. * Translates complex technical requirements and highlevel directives into clear, concise, and enforceable policy documents. * Develops and formalizes associated Standard Operating Procedures (SOPs) and Tactics, Techniques, and Procedures (TTPs) to guide implementation. * Acts as a subject matter expert on policy interpretation for team members and leadership. * Attends work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook. * May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends., * analyze or evaluate problems; * develop, recommend, or present alternative solutions; * conduct or coordinate studies; * develop, interpret, or implement policies and procedures; * design programs or training; * prepare concise reports; * interpret and apply applicable regulations and directives; * write and author documents in appropriate operational language; * identify security deficiencies and recommend corrective actions; * communicate effectively with military and civilian personnel at all levels; * travel independently to multiple locations across the state; * work in a team environment; * maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public; and * work in a military environment. PHYSICAL/WORKING CONDITIONS Work is typically performed in a sedentary office setting; however, mobility (standing and walking) is routinely required to carry out some duties. Employees are exposed to both normal office temperatures and noisy Information Technology data center equipment and environment. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. May require the need to work long hours outside of normal work schedules during State emergencies or agency network outages. Work may involve overnight travel (multiple nights) to include long periods of transit between locations.
