Under minimal supervision, designs and develops specifications for highly complex systems from approved functional specifications. 2. Develops specifications for complex programs, functions, and interfaces, including resource estimates. 3. Interfaces with the business user or analyst to identify and document modifications that are needed. 4. Performs coding, unit testing, and integration of complex programs in preparation for production implementations. Establishes an implementation plan; Monitors testing phase and reports status to business user or manager; monitors implementation of work into production to insure data integrity. 5. Make innovative contributions to improve the internal operations of the department. 6. Explores, researches, analyzes and determines feasibility of technology options. 7. Oversees the work of Programmers or lower level Programmer Analysts. Functions as project leader on medium to major sized projects as needed. 8. Develops a high level understanding of HealthPartners business operations. 9. Participates effectively as team member to accomplish project objectives. 10. Identifies application/project deficiencies and/or application/project software enhancements. 11. Maintains current knowledge of trends, technology, and developments in computer software and in business operations through continuing education, publications, and professional organizations. 12.
