 * 10+ years of technical leadership experience
 * 8+ years of enterprise system development/integration experience
 * 3+ years on comparable scope/complexity efforts
 * Cloud/DevSecOps modernization experience
 * Deep Microsoft .NET/ASP.NET architecture expertise including ASP.NET AJAX/Telerik, .NET Framework business layers, ADO.NET/LINQ/Entity Data Model, and SQL Server 2016
 * Strong knowledge of SSO integration and billing-data integrity/reconciliation
 * Demonstrated experience modernizing legacy billing systems in a federal enterprise environment

Desired Skills

 * NIH EPLC architecture/design artifacts knowledge
 * FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
 * DevSecOps/CI-CD, automated testing, and code quality proficiency
 * Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate

## Description

CVP is seeking a Systems Architect / Technical Lead for the NIH Apps portfolio, which includes three billing systems: CIT Billing, AIS, and Telecommunication Billing. These systems generate billing transactions and files that directly support CIT revenue and are deeply integrated across the NIH enterprise.
Responsibilities

 * Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns
 * Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
 * Design and govern billing-data integrity, reconciliation, and modernization architecture
 * Manage complex integrations among CIT Billing, AIS, Helix, NED/AD, ServiceNow ASR, EIS telecom data, and NIH Business System billing files
 * Produce ARB artifacts and technical standards; mentor the engineering team
 * Lead modernization of legacy .NET billing components with minimal revenue-cycle disruption
