 * NIH EPLC architecture/design artifacts knowledge
 * FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
 * DevSecOps/CI-CD, automated testing, and code quality proficiency

## Description

CVP is seeking a Systems Architect / Technical Lead to provide technical authority for NIH's custom forms-based ethics system. NIH supports approximately 18,000 users and processed 16,824 ethics reports in FY25. This role requires the ability to rapidly baseline the incumbent platform and develop a modernization path for a sensitive, audit-intensive application.
Responsibilities

 * Provide technical authority for application architecture, forms/workflow design, and data/integration patterns
 * Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
 * Design scalable seasonal workload architecture and secure handling of sensitive financial-disclosure information
 * Develop audit trails, reporting architecture, and role-based routing/certification patterns
 * Rapidly baseline the incumbent implementation technology and develop a modernization roadmap
 * Produce ARB artifacts and technical standards; mentor the engineering team
