 * Relational Databases & SQL: 60+ months writing SQL statements for relational databases.
 * System Design & Analysis: 60+ months in system analysis and design of multi-tiered transactional systems.
 * Messaging Technologies: 36+ months experience with messaging platforms (MQ, JMS, Kafka).

## Description

The consultant will serve as a Lead Developer for the NYS Tax Modernization Program. This initiative focuses on modernizing legacy systems within the NYS Department of Taxation and Finance (DTF), covering core domains such as Collections & Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.
Day-to-Day Responsibilities

 * Lead Development: Serve as lead programmer for tax-related applications and gather business requirements to build automated solutions.
 * Mentorship & Team Support: Guide and mentor team members across distributed technologies including J2EE, Spring, JSON, JavaScript, JDBC, Java, DB2, XML, and XQuery.
 * Documentation: Create and review detailed specifications and system design requirement documents.
 * SDLC Guidance: Assist and provide technical direction across all phases of the project lifecycle.
 * Testing & Deployment: Formulate unit test plans, debug code in development, and coordinate code migration into user testing environments.
 * Defect Resolution & Collaboration: Address defects promptly based on priority and communicate directly with DTF stakeholders and ITS management.
