Strong Organisational Change Management (OCM) experience. Proven experience delivering complex transformation and change programmes. Experience within Central Government, Public Sector, Defence, Healthcare, Local Authority or another highly regulated environment. Strong experience conducting change impact assessments, stakeholder analysis and business readiness assessments. Experience developing adoption strategies and supporting benefits realisation. Strong stakeholder management with experience engaging senior client and executive stakeholders. Experience with programme governance, risk and issue management, reporting and change control. Strong workshop facilitation, communication, presentation, negotiation and conflict resolution skills. Experience developing change communications, training strategies and engagement activities. Strong understanding of programme and project delivery lifecycles. Prosci or Change Management Institute (CMI) certification would be advantageous. PRINCE2, MSP, PMP, Agile or ITIL certification would also be beneficial. Previous Ministry of Justice (MOJ) or wider Central Government experience would be highly advantageous. ## Description The role covers the full change lifecycle, from strategy, impact assessment and readiness through to stakeholder engagement, communications, training, adoption and benefits realisation. This position is suited to an experienced Change Manager with a strong background in Government, Public Sector or other highly regulated environments. Change Manager Responsibilities Develop and deliver comprehensive change management strategies aligned with programme and client objectives. Conduct change impact assessments and organisational readiness assessments. Develop stakeholder engagement, communication, adoption and business readiness plans. Create and maintain change roadmaps, schedules and governance frameworks. Build strong relationships with senior client stakeholders, programme leadership, operational teams and external partners. Facilitate stakeholder workshops, discovery sessions and impact assessments. Develop communication strategies and messaging for different stakeholder groups. Establish and maintain change governance, reporting and control processes. Support Change Advisory Boards (CABs) and other governance forums where required. Manage change-related risks, issues, actions and dependencies. Identify resistance and barriers to adoption and develop appropriate mitigation plans. Define training requirements and support end-user training and knowledge transfer. Monitor adoption, engagement, benefits realisation and business outcomes following implementation.
