De nieuwe technische opzet zal gebaseerd zijn op producten van HCL. De Belastingdienst heeft langjarige contracten met HCL en past deze o.a. toe voor het Generiek Portaal en het FSV-portaal. De producten zijn sterk doorontwikkeld t.o.v. de versies die nu worden ingezet voor belastingdienst.nl. De verwachting is dat met recente versies van de producten een adequate opzet te realiseren valt.
