You will be responsible for assessing the technological needs of CDOT employees, selecting optimal IT solutions, and managing the division's budget to procure them. Furthermore, you will collaborate with the Governor's Office of Information Technology (OIT) and external contractors to seamlessly implement and deploy new systems, while ensuring the ongoing maintenance and support of existing systems and infrastructure. Finally, you will serve as CDOT's primary liaison to OIT, fulfilling all associated partnership and communication duties. Your duties and responsibilities will include, but are not limited to, the following * Supervise TDS staff, currently comprised of 13 employees including 2 subordinate supervisors; * Coach, mentor, and train employees; monitor and evaluate performance; and foster a positive working environment; * Oversee CDOT's IT portfolio, ensuring implementation of programs and strategies developed; * Continuously mature and improve CDOT's IT capabilities; * Ensure that CDOT employees have the IT software/hardware/infrastructure needed to perform their jobs; * Ensure current IT solutions are being supported and provide the intended functions, including system stability, security, compliance, and data quality; * Work with all CDOT departments and various support business units to understand what technology employees need, provide the tools and support needed, and advise on project expenditures and budget; * Formulate, analyze, execute, and monitor TDS's $65 million budget; establish effective controls to monitor available balances; * Communicate the overall IT needs to OIT and contractors to ensure CDOT receives all the necessary IT tools; * Serve as CDOT's representative for statewide technology efforts and the primary contact and partner for OIT; * Identify and negotiate technology procurements and contracts; evaluate and manage vendors and contractors on an ongoing basis; * Ensure delivery of high-quality products that meet requirements and are completed on schedule and on budget; * Ensure ongoing license budgets are sufficient to cover operational needs; * Approve all IT-related expenditures for CDOT; * Implement cost saving efficiencies related to technology best practices; * Serve as official spokesperson for CDOT on all IT-related issues; * Other job duties as assigned.
