SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the 2210 series: IT COMPETENCIES: For all positions individuals qualifying based on experience must also have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Specialized experience MUST include all of the following: * Identifying and recommending improvements to increase Information Technology (IT) performance and efficiency; and * Analyzing and providing solutions for cloud-based computing systems to enhance platform use. ## Description As an IT Specialist (Systems Analysis), you will perform the following duties: * Serve as a senior technical authority architecting and directing the integration of enterprise cloud services, applications, and infrastructure while also evaluating the system landscape to diagnose architectural gaps, define strategic end-states, and deliver comprehensive solutions. Partner as a peer with cloud architects to align services with agency roadmaps and guide impact on overall information architecture. * Strategize enterprise-wide, integrated solutions by applying expert-level knowledge of diverse cloud platforms and design techniques to meet critical mission requirements. Systematize the evaluation and alignment of new Information Technology (IT) initiatives with existing processes, proactively mitigating enterprise-wide systemic impact. * Spearhead the evolution of custom cloud software solutions, object-oriented programming, and scripting standards to adapt to shifting business demands. Standardize the strategy for continuous integration/distribution pipelines and application lifecycle management, while coordinating enterprise-wide testing to resolve complex cloud defects. Requirements Conditions of employment This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4is equivalent to the GS-13/14.
