The primary objective of this role is to assess the department's technical requirements and develop a comprehensive Request for Proposal (RFP) for the procurement of Public Safety software, hardware, and professional services, Project Management & Planning: Develop and manage a Project Implementation Plan and Schedule, leading a fast-paced initiative to deliver a complete draft RFP and preliminary deliverables within three months of the project kickoff Needs Assessment & Stakeholder Engagement: Conduct comprehensive needs assessments by gathering technical scope requirements from multiple stakeholders and identifying relevant technology and contract details RFP Development: Serve as the primary author for a highly complex public safety technology RFP, guiding it through an iterative four-level review process (Police Technology, Stakeholders, Police Finance, and County Procurement Client Collaboration: Work directly with the Department's project manager, technology management contacts, and other stakeholders, ensuring all business unit requirements are captured and documented effectively .
