Qualifying experience must include at least five (5) years of supervisory or managerial experience overseeing multidisciplinary IT professionals and/or technical teams. * Demonstrated experience providing strategic and operational leadership in complex information technology environments, including responsibility for IT infrastructure, enterprise systems, network operations, telecommunications, cloud or hosted environments, endpoint technologies, public and/or staff computing, application deployment, systems administration, cybersecurity, technical support, and service delivery. * Demonstrated experience leading multidisciplinary IT teams and performing the full range of supervisory and managerial responsibilities. Including workforce planning, work assignment, performance management, staff development, succession planning, accountability, and establishing operational priorities. * Expert knowledge of enterprise technology architecture, infrastructure operations, systems integration, networking, wired and wireless technologies, server and cloud environments, databases, software and hardware lifecycles management, identity and access management, endpoint management, telecommunications, and end-user support. * Demonstrated experience developing and implementing multiyear frameworks, operational plan, policies, standards, and technology modernization initiatives aligned with organizational goals and service-delivery requirements. * Demonstrated experience leading medium and large scale technology projects involving multiple departments, stakeholders, vendors, systems or organizational priorities, including responsibility for project scope, schedules, budgets, resources, risks, implementation, change management, and performance outcomes. * Demonstrated experience developing business cases, technology investment recommendations, cost-benefit analyses, project prioritization criteria, performance measures, service-level agreements, key performance indicators, and data-driven recommendations. * Advance knowledge of cybersecurity principles, information security governance, technology risk management, business continuity, disaster recovery, data protection, access controls, vulnerability management, and industry-recognized IT security frameworks and standards. * Demonstrated experience analyzing complex operational and technology challenges, improving business processes, developing scalable solutions, establishing technology standards, and using performance data to improve service quality, reliability, efficiency, and customer service. * Demonstrated ability to establish collaborative relationships and work effectively across organizational boundaries with senior leadership, internal departments, other government agencies, technology partners, educational institutions, vendors, contractors and members of the public. * Demonstrated ability to communicate complex technical concepts, risks, strategies, and recommendations clearly and effectively to technical and nontechnical audiences, including senior leadership, employees, external partners, and public stakeholders. * Excellent leadership, strategic planning, analytical, decision-making, problem-solving, interpersonal, written communication, oral communication, negotiation, and organizational skills. * Applicable to District Government employees only | Perform relevant work at the next lower grade level of MSS 13 for a minimum of a year, incumbent. Preferred * Master's degree from an accredited college or university in Information Technology, Information Systems, Computer Science, Cybersecurity, Engineering, Information Science, Management Information Systems, or closely related field.
