The role works under general supervision with limited latitude for the use of initiative and independent judgment. The Data Analyst III consults with internal Data Analysis & Calculations (DAC) team members and other teams within PFD to identify analytics needs, integrates diverse data sources, resolves data anomalies, and communicates findings in clear, actionable formats for technical and non-technical audiences., 1. Performs Moderately Complex Data Analysis, Financial Modeling, & Visualization - 35% * Collects, integrates, queries, cleans, and analyzes large and complex data sets using standard and advanced languages and analytics software such as SQL, MS Excel, SAS, Python, or R. * Builds and maintains dashboards and visualizations to identify significant differences, patterns, and trends that inform decisions. * Supports moderately complex calculations and financial modeling for rate methodology development, fiscal estimates, and utilization analyses. * Assists in cost report development. 2. Ensures Data Quality & Data Integrity Improvement - 20% * Assists in developing standards, usage guidelines, and procedures for data analysis tools and software. * Develops and implements data and reporting standards to improve consistency, repeatability, and auditability of analyses. * Establishes and maintains standard work procedures governing the appropriate use of data and reporting artifacts (templates, definitions, metadata). * Reviews the work of colleagues and members of other teams for accuracy, completeness, and conformance with standards, policies, and procedures. * Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. 3. Contributes to Internal and External Stakeholder Outreach and Communication Initiatives - 20% * Collaborates with program, policy, research, and cost report teams to respond to requests for information related to rates, services, providers, funding, and utilization. * Develops concise, comprehensive reports and presentations to interpret results, identify alternatives, and make and justify recommendations for internal and external stakeholders. * Participates in departmental learning initiatives, training and information-sharing sessions, and presents DAC analyses at departmental seminars. * Communicates data insights to internal and external stakeholders using clear language and appropriate visual formatting. 4. Facilitates Data Model Development and Automation- 10% * Assists in the development of data models and data management and analysis tools. * Evaluates data management and analysis tools and provides input on application and software adoption. * Facilitates automation and efficiency initiatives and recognizes opportunities for automation of standardized and ad hoc processes, projects, and reports. 5. Ensures Timely Project Completion - 10% * Ensures work products meet deadlines and quality expectations. * Ensures conformance to departmental needs, standards, and best practices. * Is available to answer questions and assist others when needed. 6. Other related work as assigned - 5% * Performs other related work as assigned in support of PFD LTSS priorities., Telework flexibility may be available in accordance with agency policy; in-office presence is currently required two days a week but may be modified based on business need. Occasional travel may be required for meetings, trainings, or stakeholder engagement.
