You will write documents that go to a government customer and present findings to people who did not attend the working sessions. * Bachelor's degree in a related field. * US citizenship. ## Description We support federal customers who need their IT portfolios run with discipline: clear requirements, defensible investment decisions, and vendors held to what they signed. This role sits at the intersection of two things that are usually handled by two different people. On one side, you are the portfolio analyst - turning demand into scoped, funded, sequenced work and keeping an accurate picture of what the organization has committed to. On the other, you are the governance layer - the person who owns the KPIs, runs the performance reviews, and can tell a program manager with evidence whether a contractor is meeting its obligations. You will do that work primarily inside ServiceNow Strategic Portfolio Management, so familiarity with that platform matters. Comfort with data is not optional here - much of the value you deliver comes from turning raw performance and cost data into something a decision-maker can act on. What you will doPortfolio planning and investment analysis * Analyze customer needs and demand submissions to determine portfolio requirements, distinguishing genuine capability gaps from restatements of symptoms, and translate them into scoped, fundable work. * Manage the IT investment portfolio across its full lifecycle - intake, business case, funding decision, execution, and sunset - with documented rationale at each decision gate. * Perform functional allocation across the portfolio: decompose approved initiatives into tasks, map the interdependencies between projects and supporting systems, and identify the labor, funding, and infrastructure resources each requires. * Build and defend resource and capacity plans, identifying where demand exceeds available capacity and recommending sequencing, deferral, or additional resourcing. * Conduct analyses of alternatives and cost-benefit analysis to support investment decisions, including build-versus-buy and contract-versus-organic staffing questions. * Maintain portfolio-level risk and dependency registers, and escalate items that threaten schedule or funding before they become recovery problems. * Produce written deliverables that hold up under customer review - portfolio roadmaps, business cases, analyses of alternatives, and decision memoranda. ServiceNow Strategic Portfolio Management * Manage demand intake, scoring, and prioritization in ServiceNow SPM so investment decisions are traceable to documented criteria rather than to whoever asked loudest. * Build and maintain project portfolio views, roadmaps, and resource plans that give leadership an accurate picture of what is funded, what is in flight, and what is at risk. * Configure dashboards and reports that surface schedule, cost, and delivery variance early enough to act on. * Work with platform owners to improve data quality at the source, since portfolio reporting is only as good as what teams enter.
