This includes managing EPLC governance and Stage Gate processes, as well as overseeing Earned Value Management (EVM) tracking and reporting, scope control, and risk management., 1. Early in the project, in coordination with the government, evaluate and identify the relevant deliverables defined as part of EPLC and document the tailored approach in the Tailored EPLC description. 2. Plan and create the necessary EPLC artifacts and deliverables at each Stage Gate. EPLC artifacts will encompass contractor activities as well as other group or partner activities that will deliver or operate services on or explicitly interoperating with the systems. 3. Provide Capital Planning and Investment Control (CPIC) support. Investment costs must be identified and captured in the CDC's Enterprise Systems Catalog (ESC) as part of the IT Capital Planning process. All investments in support of this task must adhere to the CDC Enterprise Performance Life Cycle (EPLC) requirements and pass each Stage Gate. Follow the EPLC Framework, which provides a standard structure for planning, managing, and overseeing IT projects throughout their entire life cycle. 4. Provide Office of Management and Budget (OMB), Capital Planning and Investment Control (CPIC), Enterprise Performance Life Cycle (EPLC), Federal IT Dashboard, Data Management, Federal Information Technology Acquisition Reform Act (FITARA), and other federal and CDC policy compliance support, tracking, and reporting. This support includes four major IT Investments and other systems a. Support and assist in the development, implementation, management, and support of processes, platforms, and artifacts that assist functional areas and OPHDST initiatives while complying with federal and CDC policy requirements, including CPIC, EPLC, OMB, and other federal and CDC policies. b. Support and assist in the development, implementation, and management of processes, methodologies, tools, and artifacts designed to collect, record, aggregate, track, and report relevant policy compliance information to ensure compliance. c. Support and assist in coordination with respective CDC and HHS policy groups to ensure compliance with relevant policy requirements. d. Utilize best practices from industry and HHS-EPLC, across the CDC, and within OPHDST to consult with and advise investments. Guide investment managers through development of documentation supporting effective and efficient program/project reviews, leveraging previous experience facilitating EPLC Stage Gates, TechStat reviews, and key CPIC reviews at both the Program and Agency level. e. Support and assist with initiative requirements to comply with respective federal and CDC policies to ensure source systems of record reflect correct and current information. This includes assisting with entry of compliance information into systems of record (e.g., ESC, Folio). f. Support and assist in the preparation, submission, monitoring, reporting, and maintenance of processes and timelines for ensuring compliance with Capital Planning and Investment Control (CPIC) processes and reporting, and OMB A-11 policy. On an ad hoc basis, as directed by an investment manager, support and assist in the evaluation and auditing of IT Investment business cases to ensure quality standards, providing actionable feedback, advice, and guidance to investment managers to improve the quality and performance of Investments and associated business cases. g.
