Self-initiative and consistent high-level performance which demonstrates a strong work ethic and contributes to the value that Human Resources brings to the university., Any combination of nine (9) years of education and experience, beyond entry level work, in the following functional or related areas: Functional Administration of an HRIS system Human resources information systems, such as PeopleAdmin, PageUp, HRMS, Workday and/or Ellucian Banner Records/Data maintenance and management Technical Skills Proficiency in HR information management software such as Banner, Workday, HRMS, PageUp, PeopleAdmin, Tableau, SQL, etc. Ability to keep up with technical innovation and trends in HRIS analysis. Exceptional ability to gather and interpret data, as well as improve HRIS processes. Proficiency in Microsoft Office Suite products such as Word, Excel, Outlook, Power Point; database management (such as Human Resources Information Systems), report generation. Manage multiple projects simultaneously while effectively managing deadlines. Be able to work with others at all levels of the organization effectively, with a professional demeanor and ability to maintain discretion and confidentiality. Preferred Qualifications: Bachelor's Degree, or Master's Degree, in Human Resources, Business, Management or Information Systems or related degree Human resources experience in a college or university setting, or state government Experience in an environment with collective bargaining Experience serving as the functional administrator of an HRIS or related system ## Description Regular office hours 8:00 a.m. to 5:00 p.m. Position may occasionally require evening or weekend work to meet the demands of the office., Eastern Washington University seeks candidates for a professional Director-Human Resource Systems. This position is responsible for the strategic management, implementation, and optimization of EWU's HR systems. This includes management, input and maintenance of HR data, files, records and report creation. Proposed Job Duties & Responsibilities % of Time 35 Responsibility / Duty System Administration and Optimization: Serve as the primary administrator, and subject matter expert (SME), for HR platforms and related HR applications. This includes supporting and maintaining all Human Resource Systems including, including but not limited to the University's HR Information System (HRIS) - Ellucian Banner, Applicant Tracking System (ATS) - PeopleAdmin and PageUp, HireRight and Payscale. Develop and implement HR systems strategy aligned with organizational objectives and workforce planning needs. This includes staying current on technological advancements and trends in the field of HR Systems. Oversee configuration, customization and continuous improvement of HR systems to enhance functionality and user and customer experience. Ensure data integrity, accuracy, and compliance with labor laws and institutional standards, as well as implementation of new laws, directives and reporting requirements. Conduct ongoing audits of processes and data to ensure accuracy of information and streamline processes and procedures for efficiency. Lead in the review, testing, and implementation of University system upgrades or patches which impact HR. Serve as main point of contact to IT and appropriate institutional stakeholders during implementation of any new HRIS systems including planning, business process, security and testing. Coordinate and consult with HR Managers, HR staff, institutional stakeholders, university administration, IT and others to determine HR system needs, recommend process/customer service improvements and innovative solutions. Modify business processes, policies and procedures as necessary to implement new business processes and systems. Essential Duty? Yes % of Time 30 Responsibility / Duty Data Analysis and Reporting: Conduct data input, maintenance and reporting. Analyze HR data trends and generate reports to inform strategic decision making in all areas of HR, including talent management (recruiting), performance and workforce planning. Manage Human Resource system data, files, and records. Input employee data into various data information systems and recall the data as necessary. Write, maintain, and update reports required for the Human Resources Office and customers. Conduct queries utilizing available reporting tools. Complete annual CUPA report. Develop standard reports and surveys for ongoing departmental, institutional and stakeholder needs. Respond to requests for information. Prepare HR reports for People and Culture, and HR leadership, to assist with assessment, decision making, strategic planning, tracking actions, identifying workforce data and trends, compensation data, hiring data, retention data, etc. Provide responsive data as required by the University, including but not limited to, Faculty Load and Compensation (FLAC), Integrated Postsecondary Education Data System (IPEDS), and College and University Professional Association (CUPA). Yes % of Time 10 Responsibility / Duty Records Maintenance, Management and Retention: Ensure Human Resource records and files are maintained, retained and destroyed consistent with the University's Records Retention Schedule, applicable Collective Bargaining Agreements and the Public Records Act. Facilitate, coordinate, and ensure the collection of documents and records responsive to records requests for which the University is required to respond, including, but not limited to, subpoenas, public records requests, discovery requests, litigation holds, requests from university counsel, and union requests. Yes % of Time 10 Responsibility / Duty Project and Change Management: Lead HR system implementation projects, upgrades, system integrations, ensuring timelines, budgets, scope and resources are managed effectively. Guide and support organizational change management related to HR technology adoption and process improvement. Including training of staff, and informing staff of impacts and changes. Essential Duty? Providing performance evaluation notices and annual notification reminders. Team Management & Development: Provides direct oversight of the HR positions that independently evaluate, respond and resolve complex HR technical systems issues and questions. This position is required to exercise advanced technical knowledge of HR processes, while providing consultation to direct reports. This position is responsible for ensuring staff have the tools, training, and resources necessary to meet institution goals and objectives, service delivery expectations and are coached to success.
