Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above). * Education: Graduation from an accredited college or university with a bachelor's degree. * Equivalency: An equivalent combination of education and experience may be substituted. Medical Protocol: This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and a drug screening. Financial Disclosure Statement: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs. PROBATIONARY PERIOD: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period. Preference for interviews will be given to applicants with experience in the following: * Experience supporting innovative technologies that improve business resilience. * Experience in improving innovation programs. * Experience designing and leading highly visible innovation programs and/or initiatives. * Experience replacing old legacy systems. * Proven experience supporting innovative technologies that enhance business resilience. * Demonstrated ability to improve and optimize innovation programs. * Experience in designing and leading high-visibility innovation initiatives. * Track record of successfully replacing legacy systems with modern solutions. * Experienced in managing teams, directing cross-functional collaboration, and overseeing project execution. * Adept at mentoring staff, guiding teams through organizational change, and fostering a culture of innovation and accountability. ## Description The Chief Technology Officer (Manager-II (Download PDF reader)), Grade M2, will manage the Office of Strategic Partnerships (OSP) and be a member of the TEBS Senior Leadership Team, reporting to the CIO/Director. The position will support the direction of innovative technologies and provide critical services to improve business resilience. The incumbent is responsible for advancing innovation across Montgomery County Government by designing and leading highly visible initiatives aligned with the TEBS mission. The position is highly technical and managerial, supporting the advancement of innovative technologies and supervising six (6) technical staff who deliver critical services to enhance business resilience. The incumbent must understand the value of innovation and continuously improve enterprise innovation programs. What You'll Be Doing Major Duties Include: * Manage the execution of innovation programs for the TEBS Office of Strategic Partnerships and establish change management details for those efforts. * Responsible for strategic leadership, platform governance, cybersecurity oversight, integration, and modernization efforts. * Understand and lead the use and consumption of cloud storage solutions. * Support the AI Center of Excellence on AI innovation efforts. * Ensure interoperability and evaluate when multi-cloud is appropriate. * Track and assess innovation projects to balance the innovation product portfolio. * Bridge the gap between departmental business partners and technology solution providers to accomplish a high level of quality system functionality. * Direct the planning to ensure alignment of required goals to support enterprise business demands. * Must be a strong strategic thinker with the ability and the skillset to see the bigger picture as well as understand the details. * Govern the changing and complex business process management (BPM) framework for customer engagement. * Support the implementation of Microsoft 365 solutions, including AI platforms, low code, and modernization activities. * Understand the integration of governance, cybersecurity, integration, modernization, and operations. * Define a county-wide cloud strategy thatprioritizesAzure Government but incorporates multi-cloud or hybrid environments when needed. * Establish governance for Azure subscriptions, cloud cost management, and ensure Dynamics 365, Power Platform, and Azure Services. * Own and direct the plan to exploit technical solutions to meet aggressive delivery timetables of applications and for faster iterative updates, while deploying to the customer end-users. * Directs the use of various project methodologies to deploy innovative application deployment. * Guide a team of technical professionals to agreed-upon strategies and an overall governance framework. * Use various practices to rebuild and modernize applications previously built as custom monolithic systems. * Guide the development of the portfolio of systems to be funded for replacement and remediation. * Establish practices for co-ownership of projects with IT PMO methodology and various supporting business units. * Reports to executive leadership regarding project status, risk, uncertainty, budget, and vulnerabilities to protect the County budget and investments. * Provide strategic leadership and oversight for multiple technology teams reporting directly to the Chief Information Officer. Ensure effective management and execution of enterprise-wide technology initiatives to align with organizational goals and deliver measurable impact.
