To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Specialized experience would be demonstrated by leading teams through all phases, including defining strategic objectives based on operational framework, collaborating with technical subject matter experts to design operationally realistic scenarios, and utilizing operational planning processes to integrate exercises with broader operational plans; leading and facilitating cyberspace exercises and wargames including directing and training facilitators including conducting real-time analysis during execution to validate and evaluate existing or prototype tactics, techniques, and procedures; organizing post-wargame review sessions to identify unanticipated cyber issues and their impact on operations; and evaluating training audience performance, analyzing player actions, and developing comprehensive reports or lessons-learned documentation to present findings and recommendations to senior leadership for refining cyberspace program strategies. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted. ## Description * Direct and lead a branch within the J71 Collective Training division, exercising full supervisory and personnel management responsibilities for civilian, military, and contractor staff. * Lead all phases of cyberspace exercise and wargame development throughout the Joint Exercise Life Cycle (JELC), aligning events with the Joint Mission Essential Task List (JMETL) and USCYBERCOM operational objectives. * Apply Joint Operational Planning Process (JOPP) and Joint Operational Planning and Execution System (JOPES) to represent the Command in Joint, DoD, and Service-sponsored exercises. * Direct Joint Exercise Control Groups (JECGs) during event execution to simulate and evaluate cyber operational actions, ensuring technical and operational accuracy. * Evaluate and validate existing and experimental cyberspace Tactics, Techniques, and Procedures (TTPs) through wargame simulations and real-time analysis. * Develop and present post-wargame briefings and comprehensive After-Action Reports (AARs) and Executive Summaries to senior leadership, driving refinement of cyberspace program strategies. * Oversee team workflow, manage short- and long-term priorities, evaluate performance, apply Equal Employment Opportunity (EEO) principles, and monitor contractor compliance. Requirements Conditions of employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Three year trial/probationary period may be required. * The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam. * This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R. * Must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter. * The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1. * Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time. * The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. * Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually in accordance with DoD Directive 5500-7-R, Joint Ethics regulation, dated 17-Nov-2011. * One year supervisory probationary period may be required., * In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). * Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. * You will be required to provide proof of U.S. Citizenship. * This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
