Required Clearance Level Active Public Trust Clearance ## Description The National Telecommunications and Information Administration (NTIA) is an agency within the U.S. Department of Commerce responsible for advising the President on telecommunications and information policy matters, including expanding broadband access and adoption, managing Federal spectrum use, advancing telecommunications innovation, supporting public safety communications, and promoting policies that support the growth of the digital economy. This position supports NTIA's Office of Policy Coordination and Management (OPCM), which provides enterprise mission enablement support services across NTIA, including financial management, budget execution, strategic planning, human resources coordination, information technology operational coordination, acquisitions support, administrative operations, facilities and property management, reporting support, process improvement initiatives, workforce support, and enterprise operational coordination. OPCM operates in a dynamic environment that requires agile operational support capable of adapting to changing mission priorities, executive direction, emerging issues, workload fluctuations, and evolving organizational requirements. The Program Manager is designated as Key Personnel and serves as the primary point of contact between the contractor and the Government. The Program Manager is responsible for overall contract management, operational coordination, staffing oversight, workload prioritization, reporting oversight, quality management, and mission support coordination in support of NTIA's agile, cross-functional operational support services. The position requires demonstrated experience supporting operational support activities, agile operational environments, executive coordination activities, and Government mission support operations. This program places significant emphasis on key personnel. In the event the Program Manager is unable to perform, the contractor must submit detailed written explanations of the circumstances, complete resumes for the proposed substitute, and any other information the Government deems pertinent, and no substitution may be made without the prior written approval of the Contracting Officer or Contracting Officer's Representative.
