The specialized experience must also demonstrate thorough knowledge of concepts, principles, methods, and practices in information systems security to design, develop, implement and maintain secure systems and services, assess the effectiveness of current systems security and services, evaluate the feasibility of new systems security and services, and provide advice and guidance on complex issues. Experience must demonstrate thorough knowledge of information systems security principles and methods to design, develop, implement, and manage systems, networks, and data that ensure confidentiality, integrity, and availability. Experience must demonstrate thorough knowledge of methods for evaluating, implementing, and disseminating information systems security tools and procedures to ensure, protect, and restore information security systems and network services and capabilities. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination., Substitution of Education for Specialized Experience at the GS-11 grade level: Must have successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. ## Description * Manages the COMSEC account for the Wing/Base and subordinate units. * Ensures that the COMSEC Responsible Officer's (CRO's), Secure Telephone Unit (STUIII) Voice Responsible Officer's (SRO's) (SVRO's), and FORTEZZA Responsible Officers (FRO's), comply with applicable regulations. * Report deviations from established COMSEC and Security guidelines to higher headquarters. * Manages the AFEKMS program for the Wing/Base. * Initializes the system, performs system backups, determines operator access and control functions (privilege management), reloads and configures the operating system's parameters. * Serves as the Base Computer Security (COMPUSEC) Manager. * Serves as Wing/Base Information Systems Security Manager (ISSM). * Manages, provides guidance and assists in the preparations of certification and accreditation packages in accordance with prescribing directives. * Analyzes the information gathered to determine vulnerabilities, threats, and detect any compromises. * Works with the Network Control Center (NCC), and the Regional Operations Security Control center (ROSC), to implement procedures to protect information on networks managed by the NCC. * Manages, develops, and conducts the base computer Security Awareness Training and Education Information Assurance Awareness Program. * Serves as the Telecommunications Monitoring and Assessment Program (TMAP) Manager. * Manages the Base Emissions Security (EMSEC) program. * Serves as the central focal point for Time Compliance Network Orders (TCNO) system vulnerability alerts. * Performs other duties as assigned. Requirements Conditions of employment * Must be able to obtain and maintain the appropriate security clearance of the position. * Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. * The duties and responsibilities of your job may significantly impact the environment. * THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. * CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M. * This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. * Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. * United States Citizenship is required. * Males born after 31 December 1959 must be registered for Selective Service. * Participation in direct deposit is mandatory. * Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. * Federal employment suitability as determined by a background investigation. * Position is subject to the provisions of the DoD Priority Placement Program. * Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. * The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. * Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established. * Temporary appointments are subject to termination at any time. * This position can be filled up to four years if funds are available to support it. * In the event a permanent (Tenure 1 or 2) or indefinite (Tenure 3) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent or indefinite status., Applicants who meet one of the DoD Priority Placement Program categories below are eligible to apply with this preference.
