To understand, adapt and apply appropriate core project management disciplines encompassing methodology, cost, scheduling, performance, risk, quality and resource management competencies to achieve specific success criteria across the entire project management life cycle. The position is responsible to independently plan, manage and lead the execution of singular projects of a large and/or level of complexity and to maintain an expert level of technology and/or programmatic domain knowledge to provide insightful planning, management and oversight of project progress and results. This position provides full agency Project Management representation to various stakeholders, executive steering committees, oversight agencies and legislative committees and sub-committees and to assist the PMO Bureau Chief in providing mentorship to other PMs. How does it get done? The position responsibilities include: * Leads activities in the procurement cycle and contract/vendor management. * Mentors division staff responsible for managing small projects. * Performs vendor management, advanced problem solving, contract negotiation, conflict resolution, customer relationship skills, and consensus building. * Represents project status, progress, and budget to departmental leadership and the governance organization. * Coordinates across boundaries to manage change for adoption and sustained business value and success as a result of projects. * Identifies, adapts, and implements the appropriate software development methodology and tools for specific projects and situations to deliver consistent, effective, and quality project results. * Defines and leads continuous quality improvement of internal systems and solution delivery processes. * Participates/leads the development of procurements and associated documents (e.g., RFPs, RFIs, RFQs, contract templates), defines acceptance criteria and manages vendor performance throughout the procurement lifecycle. * Portfolio management - ROI analysis, prioritization. * Defines and drives departmental-level process improvement initiatives. This position provides enterprise-level information technology leadership and support for the New Mexico Department of Public Safety (DPS), including the New Mexico State Police (NMSP), Law Enforcement Records Bureau (LERB), Commercial Vehicle Enforcement (CVE), the New Mexico Law Enforcement Academy (LEA), and all other internal DPS divisions and support organizations. In addition to supporting internal stakeholders, this position serves a critical role in enabling secure, reliable technology services for external partners. This includes federal, state, local, tribal, public, and private organizations that access or conduct business with DPS systems, networks, and Criminal Justice Information Services (CJIS). The position ensures that these partners maintain continuous, secure connectivity to DPS systems necessary to support public safety operations statewide. Minimum Qualification Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience. Employment Requirements Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage interacting with customers. Some sitting, standing, bending and reaching may be required. Some travel may be required.
