Preferred Qualifications * Current Java professional certification. * Experience supporting IRS or U.S. Department of the Treasury systems. * Knowledge of IRS Master File systems, particularly the Business Master File or Individual Master File. * Familiarity with CFOL command codes and federal tax-processing applications. * Experience with IBM Engineering Lifecycle Management tools, including DOORS Next and Engineering Test Management. * Experience with Jira, Eclipse or RDz, File Manager, IBM Debugger, AppScan, AppInternals, JConsole, VisualJC, Endevor, or comparable tools. * Understanding of OneSDLC or ELC lifecycle processes, IRM 2.5 requirements, ServiceNow Change processes, Endevor transmittal processes, and federal application-security standards. * Experience supporting Final Integration Testing, production deployments, and post-implementation operations for mainframe-integrated applications. ## Description Place of Performance: Hybrid, with approximately 25% of work performed at the New Carrollton Federal Building, 5000 Ellin Road, Lanham, MD 20706, and 75% performed at the contractor's location. The employee must be able to report to the Government site within two hours of notice., The Mid Level Java Developer will support full-lifecycle software development, operations and maintenance, integration, testing, deployment, and production support for IRS MFRA applications. The developer will build and enhance secure, scalable Java applications that support Filing Season, Mid-Year, Tax-Year, legislative, and other mandated system changes. The position requires hands-on experience developing Java applications that exchange data and services with IBM mainframe environments, including batch processes, DB2 databases, and interfaces involving COBOL, CICS, Assembly Language Coding, JCL, and AEV JCL. The developer will work within an integrated IRS-led team and collaborate with senior developers, mainframe specialists, business analysts, database specialists, DevOps engineers, security personnel, and Government stakeholders. Essential Duties and Responsibilities * Analyze business requirements, work requests, system specifications, and technical documentation to identify development and integration needs. * Design, develop, code, test, integrate, deploy, and maintain Java and Java Enterprise Edition applications. * Develop and maintain RESTful web services and application programming interfaces using JAX-RS or comparable technologies. * Apply object-oriented programming principles, Java design patterns, Spring Framework, Hibernate, and web-development technologies. * Develop user-interface components using JavaServer Faces, PrimeFaces, React, or comparable frameworks. * Build secure, reliable, scalable, and high-performance application components in accordance with approved technical designs. * Deploy and support Java applications on Red Hat JBoss Enterprise Application Platform 7.2.6 or newer. * Develop, maintain, and troubleshoot Java applications that interface with IBM mainframe systems, COBOL, CICS, DB2, Assembly Language Coding components, batch environments, and IRS shared data services. * Analyze mainframe batch jobs, JCL and AEV JCL procedures, job outputs, datasets, interface files, system logs, and application integration failures. * Use IBM Suite, File Manager, IBM Debugger, Eclipse or RDz, Endevor, and related tools to support development, testing, troubleshooting, configuration management, and deployment. * Coordinate with Java, COBOL, CICS, DB2, Assembly Language Coding, database, and infrastructure specialists to resolve interoperability and data-transfer issues. * Support Final Integration Testing readiness, defect investigation, code correction, production implementation, and post-deployment monitoring. * Integrate applications with IRS enterprise systems, shared services, relational databases, infrastructure components, and external interfaces. * Develop and maintain solutions using Oracle, PL/SQL, DB2, XML, HTML, and related technologies. * Perform unit, functional, automated, integration, regression, performance, load, and security testing using JUnit or equivalent tools. * Investigate application incidents, defects, and ServiceNow tickets, including high-priority P1 and P2 issues, and implement timely corrective actions. * Support code builds, version control, configuration management, and deployments using Jenkins or Hudson, Maven, ANT, GitHub, and Endevor. * Use Linux RHEL 8.0 and Linux shell scripts to support application development, deployment, and operations. * Apply secure-development practices and support compliance with FISMA, Section 508, IRS security requirements, and applicable lifecycle standards. * Prepare and maintain technical documentation, including design specifications, test materials, deployment plans, programming requirements, operating instructions, system manuals, interface documentation, and knowledge articles. * Participate in Agile Scrum activities, technical reviews, demonstrations, deployments, retrospectives, and Change Control Board meetings. * Maintain accurate code, configuration, testing, and lifecycle artifacts in designated repositories and provide knowledge transfer to team members and IRS personnel., * Work under a hybrid arrangement with regular availability to report to the New Carrollton Federal Building. * Report to the Government site within two hours of notification when required. * No reimbursable travel is anticipated under the contract. * Employment is contingent upon contract award, Government approval, verification of qualifications, and continued satisfaction of security and suitability requirements. ## Related Videos -
