## About the Role

Knowledge of:

Operations, services and activities of a comprehensive information systems services program; health care and business principles ,and how they integrate into information systems technology; advanced principles anti practices of computer science, information systems and telecommunications; methods and techniques of application development, system design and programming; operational characteristics of mainframe, client-server; Federal, State and local laws and regulations affecting information systems and data security; and network operating systems.

Ability to:

Manage and oversee a comprehensive information systems program; develop, implement and interpret goals, objectives, policies, procedures and work standards; manage diverse technologies, employees and client groups; relate technical concepts to business needs; manage the integration of multi-jurisdictional information systems needs; plan, organize, direct and coordinate the work of subordinate staff; select, supervise, train and evaluate staff; delegate authority and responsibility; identify and recommend appropriate information systems needs for the organization; analyze and assess programs, policies and operational needs and make appropriate adjustments; develop and administer department goals, objectives and procedures; communicate clearly and concisely, both orally and in writing; exercise sound independent judgement within general policy guidelines; establish and maintain effective working relationships with those contacted in the course of work; and represent Peach Tree Health
effectively in meetings with others.

Skill to:

Provide effective and efficient leadership with regards to the implementation of a county-wide information systems equipment; create a unified team environment; serves as professional resource for all aspects of information services, including telephones, general communication devices, computer systems and related equipment.

Experience:

 * Minimum of 7 years of experience in IT with at least 3 years in a leadership role.
 * Excellent leadership, communication, and project management skills.
 * Experience with data analytics and reporting tools.

Highly Preferred:

 * Proven experience with HIPAA compliance, cybersecurity, and IT governance.
 * Strong knowledge of outpatient clinic workflows and systems (e.g., Athenahealth, eClinicalWorks, NextGen).
 * Familiarity with telehealth platforms and mobile health technologies.
 * Certification in healthcare IT (e.g., CHCIO, CPHIMS) is a plus.

Education:

Bachelor's degree in Information Technology, Health Informatics, or related field (Master's preferred). ## Description

Under general direction of the Chief Financial Officer, plans, directs, manages and oversees the administrative and technical activities and operations of the Information Technology Division, including establishing and maintaining an information technology strategic plan; coordinates assigned activities with other departments; provides highly responsible and complex administrative support to the Chief Financial Officer; and performs related duties as required., This position has overall responsibility for the organization's centralized and de-centralized information and telecommunications equipment, systems, and functions.

 * Manages and directs the day-to-day operations of the Information Technology Division.
 * Manages services and activities including establishing and maintaining the Information Technology Strategic Plan, which involves planning for all computing, data, software, voice/data communications, and systems operations; establishes supporting standards and policies to assure system compliance.
 * Recommends the development and implementation of goals, objectives, policies and priorities for each assigned service area, establishing and delivering a tactical plan that supports the prioritized needs of the organization; evaluates program effectiveness as related to objectives and policy guidelines.
 * Manages the integration and coordination of information systems.
 * Serves as an advisor for organizational information systems business and technology issues.
 * Advises Chief Financial Officer and division heads on a broad range of Information Systems issues and long range planning regarding areas of responsibility.
 * Monitor developments in technology and information systems and in regulations related to information capture and processing and voice and data transmission; evaluate their impact upon county activities and recommend and implements policy and procedural modifications.
 * Develop and execute a strategic IT roadmap aligned with clinic goals and patient care objectives.
 * Oversee the management and optimization of electronic health records (EHR), practice management systems, and patient portals.
 * Ensure compliance with HIPAA and other healthcare data privacy regulations.
 * Lead and mentor IT staff, including system administrators, analysts, and support personnel.
 * Manage vendor relationships and negotiate contracts for software, hardware, and services.
 * Collaborate with clinical and administrative leaders to identify technology needs and opportunities.
 * Monitor and report on system performance, security risks, and IT project outcomes.
 * Drive innovation in telehealth, patient engagement tools, and data analytics.
 * Establish policies and procedures for data governance, cybersecurity, and system access.
 * Represents the Information Technology Division to other departments
 * Oversees and participates in the development and administration of the division's annual budget.
 * Selects, trains, motivates, disciplines and evaluates division personnel and provides or coordinates staff training.
 * Recommend appropriate service and staffing levels.
 * Participates on a variety of boards, commissions, and committees.
 * Other duties as discovered through the course of work, and as assigned

Travel Requirements

Valid California driver's license is required. Will travel to other sites to review work, attend meetings or training; occasionally overnight for training.
