Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, system or networks. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States. Specialized Experience (SE) GS-7: Applicant must possess at least one (1) year of SE equivalent to the GS-5 grade level. SE is defined as follows: * Knowledge of software distribution tools and related mechanisms to maintain existing IT systems. * Analyze and resolve problems and needs to accomplish objectives. GS-9: Applicant must possess at least one (1) year of SE equivalent to the GS-7 grade level. SE is defined as follows: * Analyze work process and perform maintenance in assigned areas that are of limited scope and difficulty. * Support the development of various IT applications and software, providing testing support and offering recommendations regarding potential enhancements. * Experience in programming languages and procedures to test and debug programs according to detailed requirements. GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-9 grade level. SE is defined as follows: * Provided advice to various levels of personnel regarding administrative and technical matters related to IT programs and/or services. * Experience in applied IT principals, methods, and programming languages focused on the design, development, testing, and implementation of software for programs. Education All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows: GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership. Some travel may be required to attend meetings and conferences., GS-7: * Demonstrate effective oral and written communication skills to support technical and customer focused interactions. * Apply basic troubleshooting methods to help maintain and support IT systems. * Implement software updates and assist with deploying new technical capabilities. * Perform entry-level technical design or development tasks based on defined requirements. GS-9 (in addition to GS-7) * Build and modify application software and provide post implementation support, including troubleshooting and resolving execution errors. * Conduct preliminary analysis of existing systems to assess the feasibility of new or automated solutions. * Support development activities by testing, validating, and recommending improvements to applications or processes.
