Skills and Abilities * Strong organizational skills. * Strong Project Management skills, including demonstrated management of successful projects from scheduling, design, testing, and implementation. * Strong system analysis skills. * Ability to maintain operating systems, installed applications, and interfaces which includes upgrades, patches, technical configuration changes, security, following IT related best practices. * Strong ability to troubleshoot technical and clinical workflow related issues. * Ability to elicit and document all necessary information for support. * Demonstrated ability to work effectively with colleagues, and diverse work groups in a hospital setting., * BS Degree in Computer Science or related field. * Experience in Healthcare Information Systems. * Experience in terminal emulation software, file transfer, and data conversions. * Experience in writing system validation plans. * Experience and/or training in one or more of the following health information systems: Imaging, Cardiology (Echoes), Labs, Pharmacy systems and EPIC. * Medical Device integration and management. * Document management. * Healthcare IT regulatory policies. * PHI regulatory requirements. * Working knowledge of HL7 and TCP/IP. * Working knowledge of healthcare information systems supported by this workgroup. * ITIL foundation certification. ## Description * Coordinate the resources and systems required to install application software in both production and test environments. * Develop and execute plans for data conversion, application software validation, and system-to-system interface validation. * Create detailed system documentation. * Provide primary support for troubleshooting and resolving clinical application system issues, diagnosing problems, and developing corrective action plans, which may involve changes to procedures, workflows, or data entry instructions. * Collaborate with ITG, customers, and vendors to identify problem causes and implement solutions. * Schedule and manage application fixes and upgrades, ensuring minimal disruption. * Monitor key systems and interfaces, such as ADT, order entry, results reporting, and billing, and address any issues promptly. * Provide expert technical knowledge of clinical applications to ITG and clinical staff. * Perform diagnostic analysis on applications, servers, and other technical systems, ensuring optimal performance. * Share on-call rotation with team members to provide 24/7 support for healthcare clinical and administrative applications. * Work with vendors and OHSU resources to resolve system issues, identify root causes, and implement measures to prevent recurrence. Project Management * Responsible for implementing Departmental Healthcare Information Systems by developing detailed project plans with dependencies and critical path tasks using the ITG Project Management tools, JIRA, Smart Sheet, MS Teams and MS Project. * Track and assign tasks to team members, vendors and customers with follow up to assure that tasks are completed on schedule. * Identifies project and task completion milestones and reports to management when they are not met or are at risk. * Schedule and prepare relevant meeting materials to conduct progress meetings. * Provide project progress reports to management. * Responsible for coordinating and communicating all tasks associated with all aspects of the project from phone lines and power sources, server delivery and configuration to back-up plans and disaster recovery priorities. Business Analysis * Confers with hospital department managers, supervisors, line staff and ITG support staff to develop system specifications for Clinical Information Systems. * Assist in identifying RFP's and coordinating resources for review. * Assist with Cost Benefit Analysis and assist in evaluating and selecting the best alternatives. * Works with customers, vendors and ITG to identify hardware and software resources needed to implement new systems. * Meets with customers on a regular basis to review current system performance and identify, prioritize and manage related ITG projects. Identify opportunities to streamline, consolidate, and enhance system performance Systems Analysis * Oversee the server, database, and application/desktop integration and security in the OHSU/Partners computing environment. * Understand and recommend the deployment of application software for thin or fat clients. * Understand multiple operating systems for monitoring system activity.
