Preferred qualifications - Experience supporting DISA, DITCO or another DoD telecommunications program. - Familiarity with GSA EIS, NETWORX, WITS 3 or agency telecommunications contract transitions. - PMP or equivalent project management certification. - Experience with performance-based contracts and Quality Assurance Surveillance Plans., * Do you hold a Bachelor's degree from an accredited institution? * Are you a U.S. citizen? * How many years of experience do you have with telecommunications service ordering, circuit inventory, or network transitions? * Have you worked on GSA EIS, NETWORX, WITS 3 or DISA telecommunications programs? ## Description Cloudnet Systems LLC is preparing a quotation for a five-year Department of Defense task order supporting the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) Transition Program Management Office at Scott Air Force Base, Illinois. The team helps DoD agencies move their telecommunications services from expiring GSA contracts (NETWORX, WITS 3, CVS and regional contracts) to the GSA Enterprise Infrastructure Solutions (EIS) contract and DITCO voice contracts without service disruption. The work covers about 35,000 services, 70,000 service orders and 40 customer data networks over the life of the program. This is a key personnel position. Your resume will be submitted with our quotation, and you must be available to start full time on November 6, 2026. The position is contingent on contract award, which we expect to be decided in October 2026. What you will do You lead a team of about 25 analysts, engineers and technicians supporting the DITCO Transition PMO, and you are Cloudnet's single point of accountability for the task order. - Manage overall performance of the task order: staffing, work distribution, quality assurance, schedule and deliverables. - Provide direct support to the DoD Transition Program Manager, including briefing slides, progress briefings and management assistance. - Run the quality assurance program and the Quality Assurance Surveillance Plan metrics, including order accuracy and deliverable timeliness. - Produce the Monthly Progress Report, meeting minutes and program review materials on schedule. - Coordinate with DISA, DITCO, GSA, customer agencies and telecommunications vendors to resolve issues affecting transitions. - Oversee the Cyber Threat Security Plan, transition plans, risk register and lessons learned deliverables. - Manage Government-furnished equipment accountability, personnel security processing and non-disclosure agreements for the team.
